                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the election of the student members of the student fees
 1-3     advisory committee at The University of Texas at Austin.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Sections 54.514(b) and (g), Education Code, are
 1-6     amended to read as follows:
 1-7           (b)  Five of the members of the student fees advisory
 1-8     committee must be student members.  The student members must be
 1-9     students who are enrolled in not less than six semester hours at
1-10     the university and who are generally representative of the student
1-11     body.  The student members [If a student government exists, the
1-12     student members shall be selected by the student government of the
1-13     university.  The student members shall be selected and designated
1-14     as appropriate so that three student members on the committee are
1-15     serving terms of two years, and two student members are serving
1-16     terms of one year.  If a student government does not exist, the
1-17     students] shall be elected by the students enrolled in the
1-18     university voting in an election held for that purpose.  At each
1-19     election, the appropriate number of students shall be elected for
1-20     terms of appropriate length so that three student members on the
1-21     committee are serving terms of two years, and two student members
1-22     are serving terms of one year.  At an election at which three
1-23     students are being elected for terms of two years and two students
1-24     are being elected for terms of one year, each candidate must file
 2-1     for a one-year or two-year position.
 2-2           (g)  The [In addition to selecting the student members of the
 2-3     student fees advisory committee, the] student government, if one
 2-4     exists, is entitled to select the student members of the university
 2-5     parking and traffic policies committee established by the president
 2-6     of the university.  The university parking and traffic policies
 2-7     committee shall provide copies of any recommendations it makes
 2-8     concerning the setting of student parking fees to the student fees
 2-9     advisory committee.  The student fees advisory committee may make
2-10     such comments and recommendations to the administration on the
2-11     recommendations of the university parking and traffic policies
2-12     committee as it may wish.
2-13           SECTION 2.  The change in law made by this Act takes effect
2-14     beginning with the 1999 fall semester and applies only to the
2-15     selection of a student member of the student fees advisory
2-16     committee that occurs on or after the date that semester begins.
2-17     The change in law made by this Act does not affect the term of a
2-18     student member of the committee being served on the date that
2-19     semester begins.
2-20           SECTION 3.  The importance of this legislation and the
2-21     crowded condition of the calendars in both houses create an
2-22     emergency and an imperative public necessity that the
2-23     constitutional rule requiring bills to be read on three several
2-24     days in each house be suspended, and this rule is hereby suspended,
2-25     and that this Act take effect and be in force from and after its
2-26     passage, and it is so enacted.
