                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the reporting of costs related to eligibility
 1-3     determination functions of the Texas Department of Human Services.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 531.0274, Government Code, is amended by
 1-6     adding Subsection (f) to read as follows:
 1-7           (f)  In addition to the information required to be contained
 1-8     in the report prepared under Subsection (c), the commission shall
 1-9     disclose in the  report the caseload estimates used by each health
1-10     and human services agency to prepare the agency's legislative
1-11     appropriations request.
1-12           SECTION 2.   Subchapter B, Chapter 531, Government Code, is
1-13     amended by adding Section 531.0275 to read as follows:
1-14           Sec. 531.0275.  REPORTING OF CERTAIN COSTS RELATED TO
1-15     ELIGIBILITY DETERMINATION.  (a)  With the assistance of the Texas
1-16     Department of Human Services, the commission by rule shall develop
1-17     and implement a system for the reporting of direct and indirect
1-18     costs related to eligibility determination functions of the
1-19     department.
1-20           (b)  In developing the reporting system, the commission
1-21     shall:
1-22                 (1)  provide for the identification of fixed and
1-23     variable costs;
1-24                 (2)  identify and address factors affecting those
 2-1     costs, including a change in caseloads;
 2-2                 (3)  include appropriate information related to any new
 2-3     programs administered by the department or to the Texas Integrated
 2-4     Enrollment Services initiative; and
 2-5                 (4)  consult with the Legislative Budget Board and
 2-6     state auditor's office regarding the identification of other
 2-7     appropriate costs to be reported by the department.
 2-8           SECTION 3.  This Act takes effect September 1, 1999.
 2-9           SECTION 4.  The importance of this legislation and the
2-10     crowded condition of the calendars in both houses create an
2-11     emergency and an imperative public necessity that the
2-12     constitutional rule requiring bills to be read on three several
2-13     days in each house be suspended, and this rule is hereby suspended.
