                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to report cards on the performance of public school
 1-3     campuses.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Sections 39.052(b) and (c), Education Code, are
 1-6     amended to read as follows:
 1-7           (b)  The report card shall include the following information
 1-8     where applicable:
 1-9                 (1)  the academic excellence indicators adopted under
1-10     Sections 39.051(b)(1) through (8);
1-11                 (2)  student/classroom teacher ratios and class size by
1-12     grade level, subject, and special program; and
1-13                 (3)  administrative and instructional costs per
1-14     student.
1-15           (c)  The commissioner shall adopt rules for requiring
1-16     dissemination of appropriate student performance portions of campus
1-17     report cards annually to the parent, guardian, conservator, or
1-18     other person having lawful control of each student at the campus
1-19     and to each member of the campus-level planning and decision-making
1-20     committee established under Subchapter F, Chapter 11.  On written
1-21     request, the school district shall provide a copy of a campus
1-22     report card to any other party.
1-23           SECTION 2.  Sections 39.052(b) and (c), Education Code, as
1-24     amended by this Act, apply to report cards on the performance of
 2-1     public school campuses beginning with report cards issued for the
 2-2     1999-2000 school year.
 2-3           SECTION 3.  The importance of this legislation and the
 2-4     crowded condition of the calendars in both houses create an
 2-5     emergency and an imperative public necessity that the
 2-6     constitutional rule requiring bills to be read on three several
 2-7     days in each house be suspended, and this rule is hereby suspended,
 2-8     and that this Act take effect and be in force from and after its
 2-9     passage, and it is so enacted.
