 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the Big Bend Regional Hospital District.
 1-9           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-10           SECTION 1.  Section 7(b), Chapter 643, Acts of the 59th
1-11     Legislature, Regular Session, 1965, is amended to read as follows:
1-12           (b)  An election shall be held on the first Saturday in May
1-13     each year and the appropriate number of directors shall be elected
1-14     for four-year [two-year] terms.  In every case the Directors shall
1-15     serve until the successors have been elected and qualified for the
1-16     office.
1-17           SECTION 2.  Section 7B, Chapter 643, Acts of the 59th
1-18     Legislature, Regular Session, 1965, is amended by adding Subsection
1-19     (c) to read as follows:
1-20           (c)  A person may not serve as a member of the board of
1-21     directors if the person is a:
1-22                 (1)  district employee;
1-23                 (2)  party to a contract with the district to perform
1-24     services for compensation; or
1-25                 (3)  physician who has staff privileges at a district
1-26     facility.
1-27           SECTION 3.  (a)  The change in law made by this Act to
1-28     Section 7(b), Chapter 643, Acts of the 59th Legislature, Regular
1-29     Session, 1965, does not apply to the term of a member of the Board
1-30     of Directors of the Big Bend Regional Hospital District elected in
1-31     an election held in 2000 or 2001.  A director elected in an
1-32     election held in 2000 shall serve a two-year term, and a director
1-33     elected in an election held in 2001 shall serve a three-year term.
1-34     Successor directors shall serve four-year terms.
1-35           (b)  The changes in law made by this Act to Section 7B,
1-36     Chapter 643, Acts of the 59th Legislature, Regular Session, 1965,
1-37     do not apply to a member of the Board of Directors of the Big Bend
1-38     Regional Hospital District serving on the board immediately before
1-39     September 1, 1999, for the remainder of that member's term.  The
1-40     changes in law apply only to a member appointed or elected on or
1-41     after September 1, 1999.
1-42           SECTION 4.  This Act takes effect September 1, 1999.
1-43           SECTION 5.  The importance of this legislation and the
1-44     crowded condition of the calendars in both houses create an
1-45     emergency and an imperative public necessity that the
1-46     constitutional rule requiring bills to be read on three several
1-47     days in each house be suspended, and this rule is hereby suspended.
