                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the review by the Sunset Advisory Commission of issues
 1-3     relating to global warming.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 325, Government Code, is amended by
 1-6     adding Section 325.014 to read as follows:
 1-7           Sec. 325.014.  REVIEW OF ISSUES RELATING TO GLOBAL WARMING.
 1-8     (a)  During the period in which the commission reviews the Texas
 1-9     Natural Resource Conservation Commission, the commission shall
1-10     examine:
1-11                 (1)  the extent to which activities occurring in this
1-12     state contribute to global warming;
1-13                 (2)  actions that can be taken in this state by
1-14     governmental and private entities to minimize the contributions to
1-15     global warming made by activities occurring in this state; and
1-16                 (3)  the potential for creating jobs in this state
1-17     relating to businesses, technologies, and efforts needed to reduce
1-18     the contributions to global warming made by activities occurring in
1-19     this state.
1-20           (b)  The commission shall prepare a report of the examination
1-21     and include it as part of the report prepared on the Texas Natural
1-22     Resource Conservation Commission under Section 325.010.
1-23           SECTION 2.  This Act takes effect September 1, 1999.
1-24           SECTION 3.  The importance of this legislation and the
 2-1     crowded condition of the calendars in both houses create an
 2-2     emergency and an imperative public necessity that the
 2-3     constitutional rule requiring bills to be read on three several
 2-4     days in each house be suspended, and this rule is hereby suspended.
