                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to amending the Housing Authority Laws to enable employees
 1-3     of a housing authority to participate in programs to benefit low
 1-4     income persons on the same basis as the general public.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 392.043(b) of the Texas Local Government
 1-7     Code is amended to read as follows:
 1-8           Section 392.043(b).  INTERESTED EMPLOYEES.  An employee may
 1-9     not have any dealings with a housing project for pecuniary gain
1-10     except in the performance of duties as an employee of the housing
1-11     authority and for contracts or agreements entered into after
1-12     January 1, 1970, as are available to other qualified members of the
1-13     general public for programs assisting persons of low income
1-14     (including, but not limited to, public housing, Section 8 housing,
1-15     low interest home loans, lease purchase programs, and down payment
1-16     assistance programs) to the extent approved by the board of
1-17     commissioners of the housing authority.
1-18           SECTION 2.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended,
 2-2     and that this Act take effect and be in force from and after its
 2-3     passage, and it is so enacted.
