 1-7                            A BILL TO BE ENTITLED
 1-8                                   AN ACT
 1-9     relating to the creation of a juvenile board in Duval County.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Subchapter D, Chapter 152, Human Resources Code,
1-12     is amended by adding Section 152.0721 to read as follows:
1-13           Sec. 152.0721.  DUVAL COUNTY.  (a)  The Duval County Juvenile
1-14     Board is composed of the county judge, the district judge in Duval
1-15     County, and a citizen of Duval County appointed by the county judge
1-16     and the district judge in Duval County.  The citizen member of the
1-17     board serves the same term of office as the district judge in Duval
1-18     County.
1-19           (b)  The district judge is the chairman of the board and its
1-20     chief administrative officer.
1-21           (c)  The commissioners court may pay the juvenile board
1-22     members an annual salary set by the commissioners court at not less
1-23     than $1,200 or more than $3,600 for the added duties imposed on the
1-24     members.  The salary shall be paid in equal monthly installments
1-25     from the general fund of the county.
1-26           (d)  The juvenile board shall appoint not more than five
1-27     persons to serve on an advisory council.
1-28           (e)  Sections 152.0002, 152.0004, 152.0005, 152.0006,
1-29     152.0007, and 152.0008 do not apply to the juvenile board of Duval
1-30     County.
1-31           SECTION 2.  (a)  The Duval County Juvenile Board is created
1-32     and this Act takes effect September 1, 1999.
1-33           (b)  The county judge in Duval County and the district judge
1-34     in Duval County shall appoint the citizen member of the Duval
1-35     County Juvenile Board as required by Section 152.0721(a), Human
1-36     Resources Code, as added by this Act, not later than October 1,
1-37     1999.
1-38           (c)  The Duval County Juvenile Board shall appoint an
1-39     advisory council as required by Section 152.0721(d), Human
1-40     Resources Code, as added by this Act, not later than January 1,
1-41     2000.
1-42           SECTION 3.  The importance of this legislation and the
1-43     crowded condition of the calendars in both houses create an
1-44     emergency and an imperative public necessity that the
1-45     constitutional rule requiring bills to be read on three several
1-46     days in each house be suspended, and this rule is hereby suspended.
