HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, The retirement of Roy A. Roberts from the Brazos
 1-2     River Authority on December 31, 1998, brought to a close 22 years
 1-3     of outstanding service, and this noteworthy occasion is truly
 1-4     worthy of special recognition; and
 1-5           WHEREAS, Mr. Roberts earned a bachelor of science degree from
 1-6     the Georgia Institute of Technology in 1956 and a master of
 1-7     engineering degree from Texas A&M University in 1965; and
 1-8           WHEREAS, He enjoyed a 20-year career with the U.S. Army Corps
 1-9     of Engineers, supervising major construction projects in Germany
1-10     and Saudi Arabia; Mr. Roberts also served as an instructor at the
1-11     U.S. Military Academy before retiring with the rank of lieutenant
1-12     colonel; and
1-13           WHEREAS, His valuable experience made him an asset to the
1-14     Brazos River Authority, which hired him as canal division manager
1-15     in 1976; Mr. Roberts was promoted to director of planning and
1-16     development in the central office in 1981 and to assistant general
1-17     manager a year later; in 1991 he was named general manager; and
1-18           WHEREAS, Throughout his tenure, this esteemed gentleman has
1-19     been instrumental in the development and implementation of a number
1-20     of valuable projects, including the design and construction of the
1-21     river authority's first regional water treatment facility, as well
1-22     as the development of the proposed Lake Bosque and South Bend
1-23     reservoir projects; he was also actively involved in the
1-24     construction of Lake Alan Henry, the development of the Williamson
 2-1     County regional raw water line, and a major rehabilitation and
 2-2     repair project at Morris Sheppard Dam; and
 2-3           WHEREAS, Mr. Roberts is a member of the National Water
 2-4     Resources Association and has served as a director of the Texas
 2-5     Water Conservation Association and as chairman of that
 2-6     organization's irrigation panel; he has shown a talent for
 2-7     leadership in his field and has earned the respect and admiration
 2-8     of his colleagues during his long and rewarding career; and
 2-9           WHEREAS, Roy Roberts has distinguished himself as a man of
2-10     ability, intelligence, and commitment, and his dedication to the
2-11     Brazos River Authority has left indelible changes for the better;
2-12     now, therefore, be it
2-13           RESOLVED, That the 76th Legislature of the State of Texas
2-14     hereby commend Roy A.  Roberts for his many years of exemplary
2-15     service with the Brazos River Authority and extend to him warmest
2-16     best wishes for continued success and happiness in the years to
2-17     come; and, be it further
2-18           RESOLVED, That an official copy of this resolution be
2-19     prepared for Mr. Roberts as an expression of highest regard by the
2-20     Texas House of Representatives and Senate.
