HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The retirement of the Honorable Scott Bailey as 1-2 Eastland County judge brought to a close the remarkable career of 1-3 one of our state's most accomplished public servants, and his 1-4 distinguished service is truly worthy of special praise and 1-5 recognition; and 1-6 WHEREAS, A native of Cisco, Judge Bailey attended Cisco High 1-7 School and Cisco Junior College before earning a bachelor's degree 1-8 from North Texas State University; after serving with the United 1-9 States Army in the Korean War, he went on to attend The University 1-10 of Texas School of Law and later became a licensed attorney; and 1-11 WHEREAS, Teaching government and history inspired him to run 1-12 for the state legislature, and after successfully achieving his 1-13 goal, he represented Eastland, Callahan, and Shackelford counties 1-14 in the Texas House of Representatives; as a member of the house of 1-15 representatives he held several major committee assignments and was 1-16 the author and sponsor of legislation of statewide importance; and 1-17 WHEREAS, During his 36 years on the bench, Judge Bailey 1-18 presided over the commissioners court and the county court for 1-19 criminal matters and also served as judge of the probate court; his 1-20 retirement ends the longest-running tenure of a county judge in 1-21 Texas, and his legacy of dedication and excellence will not soon be 1-22 forgotten; and 1-23 WHEREAS, Throughout the years, this devoted family man has 1-24 drawn support from his wife, the former Mary Nicholas, whom he 2-1 married at First Baptist Church in Carbon in May 1965; their 2-2 lengthy union has been blessed with two children: John, a licensed 2-3 attorney, and Melissa, a registered nurse; and 2-4 WHEREAS, Judge Bailey has distinguished himself as a public 2-5 servant of ability and integrity, and it is indeed appropriate at 2-6 this time to honor him and recognize his many contributions to his 2-7 fellow Texans; now, therefore, be it 2-8 RESOLVED, That the 76th Legislature of the State of Texas 2-9 hereby pay tribute to the Honorable Scott Bailey for his many years 2-10 of outstanding public service and extend to him warmest best wishes 2-11 for continued success and happiness in the years to come; and, be 2-12 it further 2-13 RESOLVED, That an official copy of this resolution be 2-14 prepared for Judge Bailey as an expression of highest regard by the 2-15 Texas House of Representatives and Senate.
