                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, Millions of retired Americans depend substantially
 1-2     on social security payments as a source of income; and
 1-3           WHEREAS, Millions of working Americans pay into the social
 1-4     security system and anticipate receiving social security benefits
 1-5     after they have retired; and
 1-6           WHEREAS, The future fiscal viability of the social security
 1-7     system is in doubt; and
 1-8           WHEREAS, A failure of that system would result in financial
 1-9     catastrophe for countless Americans and would place a substantial
1-10     burden on various units of government; and
1-11           WHEREAS, In order to avoid that catastrophe, major changes to
1-12     the social security system are needed; now, therefore, be it
1-13           RESOLVED that the members of the 76th Legislature of the
1-14     State of Texas urge Congress to honor obligations to retired
1-15     Americans, to replace the current pay-as-you-go social security
1-16     system with a fully funded system and to create incentives for
1-17     workers to save for their retirement; and, be it further
1-18           RESOLVED, That the Texas Secretary of State forward official
1-19     copies of this resolution to the President of the United States,
1-20     the Speaker of the House of Representatives, the President of the
1-21     Senate of the United States Congress, and each member of the Texas
 2-1     congressional delegation with the request that this resolution be
 2-2     officially entered into the Congressional Record as a memorial to
 2-3     the Congress of the United States.
