                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, Walter G. Hall, Sr., has been named Galveston
 1-2     County's 1998 Citizen of the Year by The Daily News, and it is
 1-3     indeed a privilege to join in honoring this esteemed gentleman; and
 1-4           WHEREAS, A native of Houston and a longtime resident of
 1-5     Galveston County, Mr. Hall currently serves as chairman of the
 1-6     board of Citizens State Bank in Dickinson and League City Bank and
 1-7     Trust; and
 1-8           WHEREAS, Throughout his career, Mr. Hall has been active in
 1-9     politics and community service and has been a staunch advocate of
1-10     such significant issues as civil rights, public health, and fair
1-11     taxation; in his diligent efforts to improve the quality of life
1-12     for his fellow citizens, he has served as president of Water
1-13     Control and Improvement District No. 2 in League City, as president
1-14     of the San Jacinto River Authority, and as chair of the committee
1-15     that was responsible for the establishment of the courthouse, jail,
1-16     and hospital and a host of other important initiatives in the late
1-17     1940s; and
1-18           WHEREAS, This Rice University graduate is also a tireless
1-19     supporter of education whose tenacity and visionary leadership
1-20     helped to ensure the peaceful integration of Dickinson's schools
1-21     during the early 1960s; in addition to this achievement, his hard
1-22     work and dedication were influential in the establishment of the
1-23     Clear Creek Consolidated Independent School District; and
1-24           WHEREAS, During his long and rewarding career in the banking
 2-1     industry, Mr. Hall demonstrated his concern for all of Galveston
 2-2     County's citizens by instituting a policy of making loans to
 2-3     members of the minority community; this trailblazing individual
 2-4     also led the way toward implementing equal opportunity hiring
 2-5     practices at Citizens State Bank; and
 2-6           WHEREAS, Mr. Hall's exceptional generosity and his unwavering
 2-7     commitment to his ideals have earned him the respect and admiration
 2-8     of his family, friends, and fellow citizens, and he is truly
 2-9     deserving of special recognition for his many years of dedicated
2-10     service to the residents of Galveston County; now, therefore, be it
2-11           RESOLVED, That the 76th Legislature of the State of Texas
2-12     hereby honor Walter G. Hall, Sr., on his selection as Galveston
2-13     County's 1998 Citizen of the Year and extend to him sincere best
2-14     wishes for continued success and happiness in the future; and, be
2-15     it further
2-16           RESOLVED, That an official copy of this resolution be
2-17     prepared for Walter G. Hall, Sr., as an expression of high regard
2-18     by the Texas House of Representatives and Senate.
