HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, The 60th birthday of a notable Texan is indeed an
 1-2     occasion worthy of special recognition, and on February 19, 1999,
 1-3     Ray Stoker, Jr., will celebrate this memorable milestone; and
 1-4           WHEREAS, Born in Odessa on February 19, 1939, Mr. Stoker is a
 1-5     graduate of Odessa High School; he earned a bachelor of business
 1-6     administration degree from Baylor University in 1961 and three
 1-7     years later received his law degree from Baylor Law School, where
 1-8     he was a member of the Phi Delta Phi legal fraternity and the
 1-9     Baylor Law Review editorial board; and
1-10           WHEREAS, After finishing law school, he worked as a briefing
1-11     attorney for Chief Justice Robert W. Calvert of the Texas Supreme
1-12     Court, and in September 1965 he joined the Shafer, Davis, Ashley,
1-13     O'Leary & Stoker law firm of Odessa, and he continues to work for
1-14     that noteworthy organization today; and
1-15           WHEREAS, Committed to excellence in the legal profession,
1-16     Mr. Stoker is a member of the American Bar Association, the State
1-17     Bar of Texas, the Ector County Bar Association, which he served as
1-18     president in 1975, and the board of directors of Baylor Law School;
1-19     and
1-20           WHEREAS, Mr. Stoker has also made significant contributions
1-21     to the state through his membership on the Texas Council on
1-22     Economic Education, The University of Texas of the Permian Basin
1-23     Development Board, the Texas Turnpike Authority and High-Speed Rail
1-24     Authority boards of directors, and the board of governors of High
 2-1     Sky Children's Ranch; and
 2-2           WHEREAS, His dedication to his fellow Texans has earned him
 2-3     several gubernatorial appointments; in 1985, he was appointed to
 2-4     the State Highway and Public Transportation Commission, and in 1991
 2-5     he was appointed chairman of the State Highway Commission and
 2-6     chairman of the Texas Transportation Commission; and
 2-7           WHEREAS, This noteworthy gentleman has received many
 2-8     accolades through the years, including the 1990 Odessa Heritage
 2-9     Award for Excellence in Community Service  and the 1991 Odessa
2-10     Chamber of Commerce Award as Outstanding Citizen of Odessa; and
2-11           WHEREAS, Ray Stoker, Jr., has long devoted himself to his
2-12     community and to the Lone Star State; in doing so he has touched
2-13     the lives of many people, and it is truly appropriate that he be
2-14     honored at this time; now, therefore, be it
2-15           RESOLVED, That the 76th Legislature of the State of Texas
2-16     hereby honor Ray Stoker, Jr., on the momentous occasion of his 60th
2-17     birthday and extend to him sincere best wishes for continued
2-18     success and happiness; and, be it further
2-19           RESOLVED, That an official copy of this resolution be
2-20     prepared for Mr. Stoker as an expression of high regard by the
2-21     Texas House of Representatives and Senate.
