HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, The passing of the Honorable Ann C. Scudday on
 1-2     December 17, 1998, at the age of 65, has brought a great loss to
 1-3     the family and many friends of this remarkable woman; and
 1-4           WHEREAS, Born Elizabeth Ann Clendennen on December 7, 1933,
 1-5     in Lytton Springs, Mrs. Scudday was an honor graduate of Luling
 1-6     High School, and later went on to a successful 20-year business
 1-7     career in San Antonio and Austin; and
 1-8           WHEREAS, In Austin, she was the first female licensed
 1-9     stockbroker and was also manager of a prestigious law firm; in 1974
1-10     Mrs. Scudday moved to Fort Davis, where her husband Roy opened the
1-11     Texas General Land Office field headquarters; and
1-12           WHEREAS, From 1978 to 1990 she served three terms as Jeff
1-13     Davis County judge, and during her 12 years on the bench she
1-14     demonstrated both fairness and wisdom, developing a reputation as a
1-15     community leader deeply committed to the citizens of Fort Davis;
1-16     and
1-17           WHEREAS, In recognition of her ability, she was later
1-18     appointed by then Lieutenant Governor Bill Hobby to a statewide
1-19     task force created to study and recommend guidelines for solid
1-20     waste management in Texas; this study led to major changes by the
1-21     Texas Natural Resource Conservation Commission, an organization
1-22     Mrs. Scudday joined in 1991 and proudly worked for as a local
1-23     government liaison until early 1998; and
1-24           WHEREAS, In addition to her two terms as the president of the
 2-1     Rio Grande Council of Governments, Mrs. Scudday was also active
 2-2     with many other notable organizations, including the Fort Davis
 2-3     Chamber of Commerce, the Jeff Davis County Public Library Board,
 2-4     the West Texas Judges and Commissioners Association, the Texas
 2-5     Council of Governments, and the Texas Association of Counties; and
 2-6           WHEREAS, Judge Ann C. Scudday was a woman of courage,
 2-7     compassion, and conviction, and her remarkable legacy of
 2-8     achievement ensures that this exceptional woman will continue to
 2-9     live on in the hearts and minds of all those fortunate enough to
2-10     have known her; now, therefore, be it
2-11           RESOLVED, That the 76th Legislature of the State of Texas
2-12     hereby pay tribute to the life of the Honorable Ann C. Scudday and
2-13     extend sincere sympathy to the members of her family: to her
2-14     husband, Roy, to her two daughters, Susan and Kim, to her three
2-15     sisters, to her brother, to her six grandchildren, and to her many
2-16     other relatives and friends; and, be it further
2-17           RESOLVED, That an official copy of this resolution be
2-18     prepared for the members of her family and that when the Texas
2-19     House of Representatives and Senate adjourn this day, they do so in
2-20     memory of Judge Ann C. Scudday.
