By Smithee H.C.R. No. 177 76R9725 JHS-D HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The Honorable Charles L. Reynolds, retired chief 1-2 justice of the 7th Court of Appeals, has an outstanding record of 1-3 public service and is indeed worthy of special legislative 1-4 recognition; and 1-5 WHEREAS, Since retiring on June 30, 1996, Justice Reynolds 1-6 has maintained his association with the 7th Court of Appeals as a 1-7 senior justice by assignment, further adding to his legacy of 1-8 dedicated judicial service to the citizens of Texas; and 1-9 WHEREAS, A native of Chillicothe, this remarkable individual 1-10 married the former Nelmarie Parman on August 1, 1942, and she and 1-11 their two sons have been a source of inspiration throughout his 1-12 noteworthy career; and 1-13 WHEREAS, Justice Reynolds served his country during World War 1-14 II in the American, Southwest Pacific, Philippine, and Japanese 1-15 theaters of operation, earning the Bronze Star before his honorable 1-16 discharge as a staff sergeant in 1946; and 1-17 WHEREAS, His association with the Veterans Administration 1-18 began before the war and continued after his return to civilian 1-19 life; while working for the VA in Dallas, he earned his law degree 1-20 from Southern Methodist University, graduating in 1953; for the 1-21 next 10 years he practiced general law in Childress and served as 1-22 Childress County Attorney from June 1956 to May 1964; and 1-23 WHEREAS, In 1964, Justice Reynolds was appointed judge of the 1-24 100th Judicial District and held that post until December 31, 1970; 2-1 the following day he began his distinguished tenure with the 7th 2-2 Court of Appeals as an associate justice, an elected position that 2-3 led to his eventual appointment as chief justice on June 9, 1979; 2-4 and 2-5 WHEREAS, This exemplary individual has enjoyed longstanding 2-6 affiliations with a number of esteemed legal organizations; he is a 2-7 past chairman of the Council of Justices of (Texas) Courts of 2-8 Appeal and past president of the Childress County and 100th 2-9 Judicial District bar associations; he is also a member of the 2-10 Amarillo Bar Association, the State Bar of Texas and its judicial 2-11 section, and the American Bar Association Council of Chief Judges 2-12 and is a former member of the Texas Commission on Judicial Conduct; 2-13 and 2-14 WHEREAS, Judge Reynolds's career is marked by two 2-15 appointments as special commissioner, Texas Court of Criminal 2-16 Appeals, as well as by the numerous teaching positions that he has 2-17 held; his service to his community is highlighted by his membership 2-18 with the Rotary Club of Amarillo and his leadership roles with the 2-19 Rotary Club of Childress and Rotary International's District 573; 2-20 and 2-21 WHEREAS, Throughout his life, Charles L. Reynolds has shared 2-22 his insights and visionary guidance with his fellow citizens, 2-23 accepting his professional and civic responsibilities with dignity 2-24 and grace, and it is truly a privilege to pay tribute to this fine 2-25 gentleman at this time; now, therefore, be it 2-26 RESOLVED, That the 76th Legislature of the State of Texas 2-27 hereby commend the Honorable Charles L. Reynolds for his longtime 3-1 service as chief justice of the 7th Court of Appeals and extend to 3-2 him heartfelt best wishes for a joyful and fulfilling future; and, 3-3 be it further 3-4 RESOLVED, That an official copy of this resolution be 3-5 prepared for Justice Reynolds as an expression of highest regard by 3-6 the Texas House of Representatives and Senate.
