                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, Woodrow W. "Woody" Allen has long been one of the
 1-2     Lone Star State's most outstanding citizens, and for his many years
 1-3     of hard work and diligent community service he is truly worthy of
 1-4     special recognition; and
 1-5           WHEREAS, Born December 29, 1922, in Winters, Texas, Mr. Allen
 1-6     graduated from Winters High School in 1939 and then worked for
 1-7     North American Aviation in Fort Worth until 1941; during World War
 1-8     II he served with distinction three years in the Army Air Corps,
 1-9     flying bombing missions on B-29s in the China-India-Burma theater,
1-10     and his heroic actions earned him five battle stars; and
1-11           WHEREAS, After receiving a degree in animal husbandry from
1-12     Texas Tech University in 1949, he became a highly valued employee
1-13     at the Texas Extension Service; Mr. Allen then taught vocational
1-14     agriculture at Olton High School until 1952 when he began an
1-15     eight-year stint with the Anderson Clayton Company, and his
1-16     remarkable success with the company took him to Lovington, New
1-17     Mexico; and
1-18           WHEREAS, In Lovington he began a lengthy career as a banker,
1-19     working from 1960 to 1965 as senior vice president for New Mexico
1-20     Bank and Trust; after graduating from Southwestern Graduate School
1-21     of Banking S.M.U. in 1965 he moved to Plainview, Texas, where he
 2-1     was senior vice president at Hale County State Bank for 20 years;
 2-2     and
 2-3           WHEREAS, Mr. Allen is a dedicated civic leader who has
 2-4     donated much of his time and energy to the cause of mental health;
 2-5     he served as  a trustee and chairman of Central Plains Mental
 2-6     Health-Mental Retardation Center from 1967 to 1992 and was  one of
 2-7     the founding members of the board of directors of the Texas Council
 2-8     of Community Mental Health-Mental Retardation Centers, serving that
 2-9     notable organization from 1976 to 1992 in such varied capacities as
2-10     secretary, treasurer, vice chairman, and chairman of the board; and
2-11           WHEREAS, Since 1960 this distinguished gentleman has been
2-12     continuously active with Rotary International, earning the accolade
2-13     of a Paul Harris Fellow from that organization; he was also a
2-14     member of the Chamber of Commerce in Lovington from 1960 to 1965
2-15     and the Chamber of Commerce in Plainview from 1965 to 1992; and
2-16           WHEREAS, Mr. Allen was an esteemed member of United Methodist
2-17     Church in Plainview and is currently active at First United
2-18     Methodist Church in Kerrville; he has shown steadfast loyalty to
2-19     his alma mater of Texas Tech University through his affiliation
2-20     with the Ex-Students Association and the Plainview Red Raider Club;
2-21     and
2-22           WHEREAS, This 10-year member of the Cotton Committee and the
2-23     Hale County Extension Building Committee has also served on the
2-24     boards of the Plainview Stock Show and the Plainview Salvation Army
2-25     and is a former director of the Risk Management Fund of the Texas
 3-1     Council, which in 1992 conferred on him the title of director
 3-2     emeritus for life; and
 3-3           WHEREAS, Mr. Allen has continued to draw strength and
 3-4     inspiration from his devoted wife and partner, the former Avis
 3-5     Barrick Fuchs, his three beloved daughters, Cathy Sue Rude, Carole
 3-6     Ann Oakes, and Eva LaVerne McCasland, and his 11 grandchildren and
 3-7     five great-grandchildren; and
 3-8           WHEREAS, Throughout his remarkable life, Mr. Allen has
 3-9     distinguished himself as a man of ability and integrity, and it is
3-10     truly fitting that he be honored for his many accomplishments at
3-11     this time; now, therefore, be it
3-12           RESOLVED, That the House of Representatives of the 76th Texas
3-13     Legislature hereby honor Woodrow W. "Woody" Allen for long being
3-14     one of the Lone Star State's greatest assets and extend to him
3-15     sincere best wishes for continued success and happiness; and, be it
3-16     further
3-17           RESOLVED, That an official copy of this resolution be
3-18     prepared for Mr. Allen as an expression of high regard by the Texas
3-19     House of Representatives.   BEGCAPTION
