By Gallego H.C.R. No. 235 76R10720 JBR-D HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The recent passing of Jose E. Morales on March 23, 1-2 1999, at the age of 44, has brought a great loss to the family and 1-3 friends of this esteemed Midland resident; and 1-4 WHEREAS, Born March 4, 1955, Mr. Morales graduated from 1-5 Memorial High School in San Antonio before earning a degree in 1-6 civil engineering from Texas A&I University-Kingsville in 1981 and 1-7 beginning his 18-year career with the Texas Department of 1-8 Transportation; and 1-9 WHEREAS, Starting as an engineering assistant in the Del Rio 1-10 District, Mr. Morales was promoted to the position of area engineer 1-11 in San Angelo in 1991 where he was a pioneer in the use of new 1-12 materials and techniques in highway construction, such as high 1-13 performance concrete; and 1-14 WHEREAS, A respected leader in his field, Mr. Morales was 1-15 named district engineer in the Odessa District in October 1995; 1-16 during his tenure he worked to enhance the transportation system by 1-17 completing Loop 250 in Midland, developing an urban infrastructure 1-18 in Odessa, and advocating for corridor development in the La 1-19 Entrada al Pacifico corridor; and 1-20 WHEREAS, Mr. Morales was a vital and valued Midland-Odessa 1-21 community member who was an advisor for both cities' chambers of 1-22 commerce, a youth basketball coach, an instructor and team leader 1-23 for Junior Achievement, for which he created "Road to Success" 1-24 documents to help students focus on career goals, and a regular 2-1 motivational speaker for organizations and schools; and 2-2 WHEREAS, A devoted husband and father, Mr. Morales was united 2-3 in matrimony with the former Marivel Janie Roman on October 15, 2-4 1983, and they are the parents of a young son, Jose Eliseo; 2-5 although his presence will be deeply missed, his memory will long 2-6 endure in the hearts and minds of all who were privileged to know 2-7 him; now, therefore, be it 2-8 RESOLVED, That the 76th Legislature of the State of Texas 2-9 hereby pay tribute to the life of Jose E. Morales and extend 2-10 sincere sympathy to the members of his family: to his wife, Marivel 2-11 Janie Roman Morales; to his son, Jose Eliseo Morales; to his 2-12 parents, Jose Flores Morales and Rafaela Martinez Morales; to his 2-13 brothers and sister-in-law, Rolando Morales and Jesus and Diana 2-14 Morales; to his sisters and brother-in-law, Maria Elena Morales and 2-15 Minerva and Andres Vasquez; to his father-in-law and mother-in-law, 2-16 Eliseo and Alicia Roman; to his brother-in-law, Eliseo Roman, Jr., 2-17 and his wife, Delia; to his sister-in-law, Christina Flores, and 2-18 her husband, Raymond Flores III; to his nieces and nephews; and to 2-19 the many other relatives and friends of this beloved gentleman; 2-20 and, be it further 2-21 RESOLVED, That an official copy of this resolution be 2-22 prepared for the members of his family and that when the Texas 2-23 House of Representatives and Senate adjourn this day, they do so in 2-24 memory of Jose E. Morales.
