HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, Drug courts provide the focus and leadership for 1-2 community-wide, anti-drug systems, bringing together criminal 1-3 justice, treatment, education, and other community partners in the 1-4 fight against drug abuse and criminality; and 1-5 WHEREAS, Organized in 1994, the National Association of Drug 1-6 Court Professionals (NADCP) is an organization of more than 3,000 1-7 professionals involved in the development and implementation of 1-8 treatment-oriented drug courts; since the organization's inception, 1-9 the number of courts has grown from 12 to approximately 400; and 1-10 WHEREAS, Programs mandated by drug courts combine intensive 1-11 judicial supervision, mandatory substance abuse treatment and drug 1-12 testing, escalating sanctions, and incentives in order to 1-13 effectively break the cycle of drug addiction and its concomitant 1-14 crime; and 1-15 WHEREAS, The judges, prosecutors, defense attorneys, 1-16 treatment providers and rehabilitation experts, law enforcement and 1-17 corrections personnel, educators, researchers, national and 1-18 community leaders, and others dedicated to the movement have made a 1-19 profound impact through their diligence and commitment to their 1-20 communities; and 1-21 WHEREAS, Throughout the Lone Star State, professionals 1-22 involved with drug courts contribute immeasurably to the quality of 1-23 life for countless citizens and are surely deserving of special 1-24 recognition at this time; now, therefore, be it 2-1 RESOLVED, That the 76th Legislature of the State of Texas 2-2 hereby recognize June 1-7, 1999, as National Drug Court Week in 2-3 Texas and extend to all those associated with drug courts best 2-4 wishes for the future.
