A JOINT RESOLUTION
1-1 proposing a constitutional amendment to impose term limits on the
1-2 Governor, Lieutenant Governor and Speaker of the House of
1-3 Representatives.
1-4 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Article III, Texas Constitution, Section 9(b) is
1-6 amended to read as follows:
1-7 Sec. 9. (b) The House of Representatives shall, when it
1-8 first assembles, organize temporarily, and thereupon proceed to the
1-9 election of a Speaker from its own members. No Speaker shall serve
1-10 more than four consecutive two-year terms.
1-11 SECTION 2. Article IV, Texas Constitution, Section 4, is
1-12 amended to read as follows:
1-13 The Governor elected at the general election [in 1974, and
1-14 thereafter,] shall be installed on the first Tuesday after the
1-15 organization of the Legislature, or as soon thereafter as
1-16 practicable, and shall hold his office for the term of four years,
1-17 or until his successor shall be duly installed. No Governor shall
1-18 serve more than two consecutive four-year terms. [He] The Governor
1-19 shall be at least thirty years of age, a citizen of the United
1-20 States, and shall have resided in this State at least five years
1-21 immediately preceding [his] election.
2-1 SECTION 3. Article IV, Texas Constitution, Section 16 is
2-2 amended to add:
2-3 No Lieutenant Governor shall serve more than two consecutive
2-4 four-year terms.
2-5 SECTION 4. This proposed constitutional amendment shall be
2-6 submitted to the voters at an election to be held November 2, 1999.
2-7 The ballot shall be printed to permit voting for or against the
2-8 proposition: "The constitutional amendment to impose term limits on
2-9 the office of the Governor, Lieutenant Governor, and Speaker of the
2-10 House of Representatives."
