                                 A JOINT RESOLUTION
 1-1     proposing a constitutional amendment relating to a right of
 1-2     privacy.
 1-3           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Article I of the Texas Constitution is amended by
 1-5     adding Section 8a to read as follows:
 1-6           Sec. 8a.   The right of every individual to privacy is
 1-7     recognized and may not be infringed without the showing of a
 1-8     compelling state interest that may not be achieved in a less
 1-9     intrusive and more reasonable manner.
1-10           SECTION 2.  This proposed constitutional amendment shall be
1-11     submitted to the voters at an election to be held November 2, 1999.
1-12     The ballot shall be printed to provide for voting for or against
1-13     the proposition:  "The constitutional amendment recognizing a
1-14     personal right of privacy."
