                                 A JOINT RESOLUTION
 1-1     proposing a constitutional amendment allowing the legislature to
 1-2     establish all or part of Travis County as a special district
 1-3     comprising the seat of government.
 1-4           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Article XVI, Texas Constitution, is amended by
 1-6     adding Section 72 to read as follows:
 1-7           Sec. 72.  (a) The legislature by law may establish all or
 1-8     part of Travis County as a special district comprising the seat of
 1-9     government to be known as the District of Travis.
1-10           (b)  The district shall be governed as provided by law.
1-11     Unless otherwise provided by law, the district is not subject to
1-12     the provisions of this constitution relating to county or municipal
1-13     government.
1-14           (c)  In apportioning the senate and house of representatives,
1-15     the legislature shall consider the district to be a county.
1-16           SECTION 2.  This proposed constitutional amendment shall be
1-17     submitted to the voters at an election to be held on November 2,
1-18     1999.  The ballots shall be printed to provide for voting for or
1-19     against the proposition: "The constitutional amendment allowing the
1-20     legislature to establish all or part of Travis County as a special
1-21     district comprising the seat of government."
