No. 69 1-1 vote: Yeas 5, Nays 0; May 13, 1999, sent to printer.) 1-2 HOUSE JOINT RESOLUTION 1-3 proposing a constitutional amendment permitting a political 1-4 subdivision to purchase property and casualty insurance from 1-5 certain mutual insurance companies. 1-6 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-7 SECTION 1. Section 52(a), Article III, Texas Constitution, 1-8 is amended to read as follows: 1-9 (a) Except as otherwise provided by this section, the 1-10 Legislature shall have no power to authorize any county, city, town 1-11 or other political corporation or subdivision of the State to lend 1-12 its credit or to grant public money or thing of value in aid of, or 1-13 to any individual, association or corporation whatsoever, or to 1-14 become a stockholder in such corporation, association or company. 1-15 However, this section does not prohibit the use of public funds or 1-16 credit for the payment of premiums on nonassessable property and 1-17 casualty, life, health, or accident insurance policies and annuity 1-18 contracts issued by a mutual insurance company authorized to do 1-19 business in this State. 1-20 SECTION 2. This proposed constitutional amendment shall be 1-21 submitted to the voters at an election to be held on November 2, 1-22 1999. The ballot shall be printed to permit voting for or against 2-1 the proposition: "The constitutional amendment permitting a 2-2 political subdivision to purchase nonassessable property and 2-3 casualty insurance from an authorized mutual insurance company in 2-4 the same manner that the political subdivision purchases life, 2-5 health, and accident insurance." 2-6 * * * * *
