                                 A JOINT RESOLUTION
 1-1     proposing a constitutional amendment to provide a four-year term
 1-2     for the head of the state agency that has responsibility for
 1-3     coordinating health and human services and to provide that the term
 1-4     run concurrently with the term of the governor.
 1-5           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 30, Article XVI, Texas Constitution, is
 1-7     amended by adding Subsection (e) to read as follows:
 1-8           (e)  If the legislature establishes a state agency with
 1-9     responsibility for coordinating the planning and delivery of health
1-10     and human services  by the state health and human services agencies
1-11     and if the legislature provides that the state agency is governed
1-12     by a single officer appointed by the governor, that officer has a
1-13     term of four years running concurrently with the term of the
1-14     governor.
1-15           SECTION 2.  The following temporary provision is added to the
1-16     Texas Constitution:
1-17           TEMPORARY PROVISION.  (a)  This temporary provision applies
1-18     to the constitutional amendment proposed by the 76th Legislature,
1-19     Regular Session, 1999, that provides a four-year term for the head
1-20     of the state agency with responsibility for coordinating health and
1-21     human services and that provides that  the term run concurrently
1-22     with the term of the governor.
1-23           (b)  The term of the person who holds office as the head of
1-24     that state agency on the effective date of this constitutional
 2-1     amendment, expires at the time in 2003 prescribed by law for the
 2-2     expiration of the governor's term.
 2-3           (c)  This temporary provision expires February 1, 2003.
 2-4           SECTION 3.  This proposed constitutional amendment shall be
 2-5     submitted to the voters at an election to be held November 2, 1999.
 2-6     The ballot shall be printed to permit voting for or against the
 2-7     proposition:  "The constitutional amendment to provide a four-year
 2-8     term for the head of the state agency  that has responsibility for
 2-9     coordinating health and human services and to provide that the term
2-10     run concurrently with the term of the governor."
