                                 A JOINT RESOLUTION
 1-1     proposing a constitutional amendment to provide the inalienable
 1-2     rights of parents to direct the upbringing and education of their
 1-3     children in Texas.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Article I of the Texas Constitution is amended by
 1-6     adding a new section to read as follows:
 1-7           Sec. 31.  The rights of parents to direct the upbringing and
 1-8     education of their children shall not be infringed or abridged by
 1-9     the legislature or any political subdivision of the state.  The
1-10     legislature shall have the power to enact laws to enforce the
1-11     provisions of this Article.
1-12           SECTION 2.  This proposed constitutional amendment shall be
1-13     submitted to the voters at an election to be held November 2, 1999.
1-14     The ballot shall be printed to provide for voting for or against
1-15     the proposition:  "The constitutional amendment to assert the
1-16     rights of parents to direct the upbringing and education of their
1-17     children in Texas."
