R E S O L U T I O N 1-1 WHEREAS, Emmett Gloyna is retiring as general manager of the 1-2 Lavaca-Navidad River Authority after 12 years of exceptional 1-3 supervision of that entity, and he is indeed deserving of 1-4 recognition at this time; and 1-5 WHEREAS, Mr. Gloyna was born in Vernon and grew up in the 1-6 Swisher County farming community of Kress, where he began 1-7 independently growing crops and raising livestock at age 14; and 1-8 WHEREAS, With savings generated from these early endeavors, 1-9 he enrolled in Texas Tech University and pursued his studies while 1-10 also working at various times for the university, the Texas Highway 1-11 Department, the U.S. Bureau of Reclamation, the Lubbock City 1-12 Engineer, and his family's farming operation; and 1-13 WHEREAS, Mr. Gloyna obtained a bachelor of science degree in 1-14 civil engineering from Texas Tech University in 1959 and acquired 1-15 his Texas engineer's license in 1963; through the years, he and his 1-16 wife, Deborah, have been blessed with two children--Brenda Gloyna 1-17 Heingartner and Michael Gloyna--and four grandchildren; and 1-18 WHEREAS, This esteemed professional has garnered 40 years of 1-19 experience in the water resources industry, including 28 with the 1-20 U.S. Bureau of Reclamation; as its Texas representative for 10 1-21 years, he provided essential liaison among federal, state, and 1-22 local agencies in extensive planning and permitting activities; and 1-23 WHEREAS, His many accomplishments as Lavaca-Navidad River 1-24 Authority general manager, a post he has held with distinction 2-1 since 1986, include construction of a 54-inch nominal water 2-2 conveyance system from Lake Texana to the Point Comfort area as 2-3 well as an intake pumping plant for delivery of water from Lake 2-4 Texana to the City of Corpus Christi; and 2-5 WHEREAS, An adept administrator, he also negotiated 2-6 agreements for 93 percent of Lake Texana's water supply and oversaw 2-7 creation of a 9,000-square-foot indoor recreation center at 2-8 Brackenridge Plantation Campground; and 2-9 WHEREAS, In 1992, the U.S. Bureau of Reclamation honored 2-10 Mr. Gloyna with its Citizen of the Year Award for his efforts in 2-11 establishing a Palmetto Bend Project training program for 2-12 handicapped individuals; and 2-13 WHEREAS, Countless citizens of the Lone Star State have 2-14 benefited from this dedicated engineer's work, and it is a 2-15 privilege to join his colleagues in honoring him at this time; now, 2-16 therefore, be it 2-17 RESOLVED, That the House of Representatives of the 76th Texas 2-18 Legislature hereby heartily congratulate Emmett Gloyna on the 2-19 occasion of his retirement from the Lavaca-Navidad River Authority 2-20 and extend to him sincere best wishes for continued success and 2-21 happiness.
