                                 R E S O L U T I O N
 1-1           WHEREAS, For nearly 20 years James L. Leaks, Sr., has
 1-2     dedicated his time and energy to the Jo Ann Karr Crime Watch Group
 1-3     of Pleasant Grove and to the city of Dallas to help create a safer
 1-4     community for his fellow citizens; and
 1-5           WHEREAS, A native Texan, Mr. Leaks was born in Ennis and
 1-6     graduated from George Washington Carver High School; in 1963 he
 1-7     moved to Dallas, where he attended Eastfield College, and worked
 1-8     for Affiliated Foods Distribution Company before retiring after 28
 1-9     years; and
1-10           WHEREAS, In 1980 he became one of the founding members of the
1-11     Jo Ann Karr Crime Watch Group, now one of the oldest such
1-12     organizations in Dallas; as a result of his years of devotion and
1-13     support to this estimable crime prevention cause, he was named
1-14     chairman in 1992; and
1-15           WHEREAS, During his tenure as chairman, Mr. Leaks has
1-16     expanded the tradition of the annual officer appreciation picnic by
1-17     including Pleasant Grove firefighters and police officers from
1-18     throughout the city and by encouraging local merchants to donate
1-19     food, money, and time to the outing; and
1-20           WHEREAS, This civic-minded citizen has furthered his
1-21     knowledge of safety issues by completing the Dallas Police
1-22     Department's Volunteers in Patrol Program, and he is also an active
1-23     member of the Beautification of Pleasant Grove Committee and the
1-24     City of Dallas Urban Rehabilitation Standards Board; in recognition
 2-1     of his humanitarian efforts he was presented awards from the City
 2-2     of Dallas Boards and Commissions, the Dallas Police Department, and
 2-3     the George Washington Carver Alumni Association of Ennis; and
 2-4           WHEREAS, Mr. Leaks has proven himself a truly valuable asset
 2-5     to the Jo Ann Karr Crime Watch Group and to the other notable
 2-6     groups of which he is a member, and his devoted service on behalf
 2-7     of residents of Pleasant Grove and the city of Dallas is indeed
 2-8     commendable; now, therefore, be it
 2-9           RESOLVED, That the House of Representatives of the 76th Texas
2-10     Legislature hereby honor James L.  Leaks, Sr., for his outstanding
2-11     community leadership and extend to him sincere best wishes for
2-12     continued success and happiness in the years to come; and, be it
2-13     further
2-14           RESOLVED, That an official copy of this resolution be
2-15     prepared for Mr. Leaks as an expression of high regard by the Texas
2-16     House of Representatives.
