R E S O L U T I O N 1-1 WHEREAS, The retirement of the Honorable Ricardo H. Garcia 1-2 brings to a close the remarkable career of one of our state's most 1-3 accomplished public servants, and it is fitting at this time to 1-4 reflect on the myriad achievements of this esteemed gentleman; and 1-5 WHEREAS, Born June 17, 1931, in San Diego, Texas, Judge 1-6 Garcia attended San Diego High School and earned a bachelor's 1-7 degree from Texas A&I University in Kingsville; he served his 1-8 nation with distinction as a member of the United States Marine 1-9 Corps during the Korean War and went on to become a teacher in the 1-10 San Diego Independent School District; and 1-11 WHEREAS, Judge Garcia attained his law degree from St. Mary's 1-12 University School of Law in San Antonio and graduated from the 1-13 National College of the State Judiciary of the University of 1-14 Nevada; he began his career as an attorney, later holding the 1-15 position of county attorney for Duval County, and in 1976 he was 1-16 elected district judge for the 229th Judicial District, serving the 1-17 citizens of Duval, Jim Hogg, and Starr counties; and 1-18 WHEREAS, This respected jurist is a member of several notable 1-19 professional organizations, including State Bar of Texas 1-20 committees; local bar associations; national, district, and county 1-21 attorneys associations; and the Judicial Section of the State Bar 1-22 of Texas; he is also active in the Rotary Club and the Knights of 1-23 Columbus, the latter of which he has served as supreme director and 1-24 supreme advocate for the international order, the highest honor 2-1 bestowed by this fraternal order in Texas; and 2-2 WHEREAS, Throughout the years, this devoted family man has 2-3 drawn support from his wife, Gloria Olga Garcia, and their lengthy 2-4 union has been blessed with two children, Ricardo Homero, Jr., and 2-5 Gloria Stella, as well as two grandchildren; and 2-6 WHEREAS, Although Judge Garcia is retiring at the end of his 2-7 sixth term after 22 years on the bench, his legacy of public 2-8 service will no doubt live on in the person of his nephew, the 2-9 newly-sworn-in District 44 State Representative Ignacio Salinas, 2-10 Jr.; and 2-11 WHEREAS, Judge Garcia has distinguished himself as a jurist 2-12 of ability and integrity, and it is indeed appropriate to honor him 2-13 and recognize his many contributions to his fellow Texans; now, 2-14 therefore, be it 2-15 RESOLVED, That the House of Representatives of the 76th Texas 2-16 Legislature hereby pay tribute to the Honorable Ricardo H. Garcia 2-17 for his many years of outstanding public service and extend to him 2-18 sincere best wishes for continued success and happiness in the 2-19 years to come; and, be it further 2-20 RESOLVED, That an official copy of this resolution be 2-21 prepared for Judge Garcia as an expression of high regard by the 2-22 Texas House of Representatives.
