R E S O L U T I O N
 1-1           WHEREAS, Roy Jordan Ramsay, a student at Mount Vernon High
 1-2     School, has achieved the auspicious accolade of winning the
 1-3     Department of Texas Veterans of Foreign Wars (VFW) Voice of
 1-4     Democracy competition; and
 1-5           WHEREAS, This audio essay competition provides high school
 1-6     students with the opportunity to express their beliefs about the
 1-7     rights and responsibilities of being an American; the 1998-1999
 1-8     contest theme was "My Service to America," and of the thousands of
 1-9     scholarly young Texans who participated in this year's event,
1-10     Mr. Ramsay emerged triumphant; and
1-11           WHEREAS, At a ceremony held on January 23, 1999, Mr. Ramsay
1-12     was recognized as the first-place winner in the Department of
1-13     Texas, an honor which earned him a cash prize and a trip to
1-14     Washington, D.C., where he will compete in the national essay
1-15     contest against other winners from across the United States; and
1-16           WHEREAS, The son of State Representative Tom Ramsay and
1-17     Laurie Manning Ramsay, Mr. Ramsay has distinguished himself as an
1-18     eloquent and patriotic young man, and by producing an award-winning
1-19     essay celebrating the cause of freedom and democracy, he has
1-20     accomplished a feat that is truly worthy of special recognition;
1-21     now, therefore, be it
1-22           RESOLVED, That the House of Representatives of the 76th Texas
1-23     Legislature hereby congratulate Roy Jordan Ramsay on being chosen
1-24     as the winner of the VFW Voice of Democracy competition and extend
 2-1     to him best wishes for success and happiness in the years to come;
 2-2     and, be it further
 2-3           RESOLVED, That an official copy of this resolution be
 2-4     prepared for Mr. Ramsay as an expression of high regard by the
 2-5     Texas House of Representatives.
