R E S O L U T I O N
1-1 WHEREAS, The Honorable David Haas has served as mayor of
1-2 Balch Springs with dedication and distinction since 1993, and his
1-3 tenure in office has been marked by exemplary and energetic
1-4 leadership and by many significant municipal achievements; and
1-5 WHEREAS, A veteran of the Vietnam War, this patriotic Texan
1-6 served his country as a member of the U.S. Army before receiving an
1-7 honorable discharge in 1972, after which time he pursued his
1-8 education at East Texas State University, garnering a bachelor of
1-9 science degree in education; and
1-10 WHEREAS, First elected to Balch Springs City Council in 1989,
1-11 Mayor Haas served as mayor pro tem before earning election to the
1-12 mayor's office in 1993; since then, he has offered invaluable
1-13 leadership to the people of Balch Springs both in that capacity and
1-14 as a member of the Balch Springs Community Lions Club; and
1-15 WHEREAS, Under the guidance of this insightful man, numerous
1-16 projects were completed, including the creation of four new
1-17 community structures: a recreation center, a new police and fire
1-18 complex, a park pavilion, and Kidstown; in addition to those
1-19 triumphs, Mayor Haas oversaw the reconstruction of more than 100
1-20 city streets and the cleaning of Hickory Creek, a project made
1-21 possible by a $6 million bond; and
1-22 WHEREAS, In recognition of all of his efforts, Mayor Haas was
1-23 named citizen of the year by the Balch Springs Chamber of Commerce
1-24 in 1994 and was honored by the Wal-Mart Foundation with the
2-1 American Hometown Leadership Award in 1995; and
2-2 WHEREAS, Throughout his many endeavors, Mayor Haas has
2-3 enjoyed the love and support of his wife of 30 years, Brenda Haas;
2-4 this devoted couple has been blessed with three children, David M.
2-5 Haas, Jr., Kristy Haas, and Melanie Haas Garcia, as well as six
2-6 grandchildren, Aaron, Alyson, Danyelle, Jacob, Brianna, and Jordan;
2-7 and
2-8 WHEREAS, Mayor Haas has decided not to seek another term of
2-9 office as mayor of Balch Springs, and although his integrity,
2-10 wisdom, and visionary leadership will be sorely missed by both his
2-11 colleagues and the people of Balch Springs, his many years of
2-12 dutiful service will not soon be forgotten; now, therefore, be it
2-13 RESOLVED, That the House of Representatives of the 76th Texas
2-14 Legislature hereby commend Mayor David Haas for his outstanding
2-15 leadership and dedication to his community and extend to him
2-16 warmest best wishes for many more years of continued success and
2-17 happiness; and, be it further
2-18 RESOLVED, That an official copy of this resolution be
2-19 prepared for Mayor David Haas as an expression of high regard by
2-20 the Texas House of Representatives.
