R E S O L U T I O N
 1-1           WHEREAS, Richard Rivera has been selected as 1998-1999
 1-2     Administrator of the Year in the central office category by the
 1-3     Texas Classroom Teachers Association (TCTA) and this prestigious
 1-4     honor is indeed well deserved; and
 1-5           WHEREAS, Superintendent of the Weslaco Independent School
 1-6     District, Mr. Rivera was presented his award at the annual TCTA
 1-7     luncheon on February 6, 1999, in Austin; and
 1-8           WHEREAS, He is a graduate of Mercedes High School and pursued
 1-9     his higher education at Pan American University, earning his
1-10     bachelor's and master's degrees from that respected institution;
1-11     and
1-12           WHEREAS, This exemplary educator began his career as a
1-13     classroom teacher, a position he held for five years before taking
1-14     a job as an assistant principal; Mr. Rivera demonstrated a
1-15     considerable flair for administration and was a highly successful
1-16     junior high and high school principal before becoming
1-17     superintendent of Weslaco ISD in August 1996; and
1-18           WHEREAS, Throughout his tenure as superintendent, he has
1-19     consistently sought to create the finest possible environment for
1-20     learning and has worked tirelessly with teachers and families to
1-21     meet that worthy goal; and
1-22           WHEREAS, Mr. Rivera is also the recipient of the 1998 College
1-23     Board Advanced Placement Special Recognition Award for his
1-24     outstanding support of his district's advanced placement program;
 2-1     and
 2-2           WHEREAS, His many accomplishments are a source of tremendous
 2-3     pride to his wife, Mary Ellen, and his children, Omar, Roxanne, and
 2-4     Ricky; and
 2-5           WHEREAS, Administrators play a vital role in creating a
 2-6     positive educational experience for students; Mr. Rivera has set
 2-7     standards in his field to which all can aspire and he is indeed
 2-8     worthy of special legislative recognition at this time; now,
 2-9     therefore, be it
2-10           RESOLVED, That the House of Representatives of the 76th Texas
2-11     Legislature hereby congratulate Richard Rivera on being named
2-12     1998-1999 TCTA Administrator of the Year in the central office
2-13     category and extend to him sincere best wishes for continued
2-14     success in the future; and, be it further
2-15           RESOLVED, That an official copy of this resolution be
2-16     prepared for Mr. Rivera as an expression of high regard by the
2-17     Texas House of Representatives.
