                                 R E S O L U T I O N
 1-1           WHEREAS, The House of Representatives of the State of Texas
 1-2     takes pride in joining the citizens of our nation in recognizing
 1-3     National LULAC Week and in declaring February 14-20, 1999, as LULAC
 1-4     Week in the State of Texas; and
 1-5           WHEREAS, The League of United Latin American Citizens (LULAC)
 1-6     was founded in the City of Corpus Christi on February 17, 1929, by
 1-7     individuals of vision and determination to improve the lives of
 1-8     Hispanic citizens and
 1-9           WHEREAS, Since its establishment, LULAC has fought for the
1-10     civil rights of minorities and has provided job training and
1-11     employment opportunities for thousands of minority citizens through
1-12     the highly successful Jobs for Progress, Incorporated, better known
1-13     as "SER"; and
1-14           WHEREAS, The organization has helped to provide better
1-15     housing for Hispanics and has launched a wide variety of programs
1-16     for youths, women, and the elderly: LULAC's National Education
1-17     Service Centers have helped Hispanic youths to seek higher
1-18     education and has provided more than $2 million in scholarships; it
1-19     also greatly influenced the formation of the Headstart program
1-20     through its creation of the "Little Schools of the 400"; and
1-21           WHEREAS, LULAC has helped to initiate litigation against
 2-1     segregation of Hispanics in public schools and has guaranteed
 2-2     Hispanics various constitutional rights; and
 2-3           WHEREAS, the Current National President of LULAC is Enrique
 2-4     "Rick" Dovalina of Houston, who deserves recognition for his
 2-5     outstanding work in furthering the organization's goals, and
 2-6           WHEREAS, Enrique Dovalina has been a LULAC member since 1986
 2-7     in Houston Council 673 which he has served as treasurer, legal
 2-8     advisor, and president; he was a member of the Houston SER board of
 2-9     directors and served as legal advisor to the Immediate Past
2-10     National President of LULAC, Belena B. Robles of El Paso; and
2-11           WHEREAS, Mr. Dovalina was elected National President of LULAC
2-12     on July 4, 1998, and has provided the organization with first-rate
2-13     leadership; he has received numerous awards for his dedicated
2-14     service to LULAC and his
2-15           WHEREAS, The oldest and largest Hispanic civil rights
2-16     organization in the country, LULAC is an exemplary organization
2-17     that has helped Hispanics throughout the United States enjoy a
2-18     greater degree of participation in the affairs of their
2-19     communities; now, therefore, be it
2-20           RESOLVED, That the House of Representatives of the State of
2-21     Texas, 76th Legislature, hereby commend the League of United Latin
2-22     American Citizens on its exceptional accomplishments and declare
2-23     February 14-20, 1999, as National LULAC Week in Texas; and, be it
2-24     further
2-25           RESOLVED, That a copy of this Resolution be prepared for
 3-1     presentation to LULAC President Enrique Dovalina as an expression
 3-2     of esteem from the Texas House of Representatives.
