No. 238 76R5100 BE-D R E S O L U T I O N 1-1 WHEREAS, It is with great pride and enthusiasm that the 1-2 members of the House of Representatives welcome California 1-3 Assemblyman Jack Scott; this Lone Star native has accomplished much 1-4 in his adopted state, and his remarkable success and tremendous 1-5 efforts in behalf of state governance are indeed worthy of special 1-6 recognition; and 1-7 WHEREAS, Mr. Scott was born in Sweetwater in 1933 and 1-8 graduated from Abilene Christian University, where he met his 1-9 beloved wife, Lacreta Isbell; and 1-10 WHEREAS, He earned a master's degree in divinity from Yale 1-11 University and a doctorate in history from Claremont Graduate 1-12 School, and he has spent more than 30 years as a professor and 1-13 college administrator; he is a past president of Pasadena City 1-14 College, the third largest community college in the country, and 1-15 currently is a distinguished professor of higher education at 1-16 Pepperdine University; and 1-17 WHEREAS, A role in politics may be in Assemblyman Scott's 1-18 genes, however; his father, the Honorable Will H. Scott, served in 1-19 the Texas House of Representatives with the 42nd and 43rd 1-20 legislatures, representing Nolan, Fisher, and Mitchell counties; 1-21 and 1-22 WHEREAS, His father's legacy of determined leadership and 1-23 conscience has served Assemblyman Scott well; first elected in 1996 1-24 from a district of more than 400,000 people in 10 communities, he 2-1 now chairs both the Assembly Insurance Committee and the Select 2-2 Committee on Gun Violence and serves on the Budget, Education, 2-3 Higher Education, and Transportation committees; and 2-4 WHEREAS, During his first term he achieved the highest 2-5 legislative success rate among his colleagues, with 25 measures 2-6 signed into law, and he has been named "Legislator of the Year" 2-7 five times, by four different educational organizations and a 2-8 health facilities association; and 2-9 WHEREAS, It is his success in California education that most 2-10 pleases him, and his commitment to the issue of college access is 2-11 well known; Assemblyman Scott was instrumental in a plan that 2-12 resulted in a $10 million increase for student aid for college; and 2-13 WHEREAS, Throughout his career, Mr. Scott has depended on the 2-14 love and support of his family; he and Mrs. Scott, an instructor 2-15 and author, have been blessed with the love of five children, 2-16 Sharon, Sheila, Amy, Greg, and the late Adam, whose tragic 2-17 gun-related death strengthened his father's commitment to 2-18 combatting violence; and 2-19 WHEREAS, In faith, family, career, and service, Mr. Scott has 2-20 accomplished a great deal, and it is always a pleasure to recognize 2-21 a Texan who has succeeded on so many levels, even when that success 2-22 is reached out of state; Jack Scott is a Texan by birth and at 2-23 heart, and it is most fitting to recognize him; now, therefore, be 2-24 it 2-25 RESOLVED, That the House of Representatives of the 76th Texas 2-26 Legislature hereby welcome back to Texas the Honorable Jack Scott, 2-27 and extend to Mr. Scott heartfelt best wishes for continued 3-1 happiness and success in all endeavors; and, be it further 3-2 RESOLVED, That an official copy of this resolution be 3-3 prepared for Mr. Scott as an expression of high regard by the Texas 3-4 House of Representatives.
