R E S O L U T I O N 1-1 WHEREAS, The Texas Legislative Black Caucus Research and 1-2 Education Alliance will hold its conference in Austin on March 1-3 10-12, 1999, and this event provides an opportune time to salute 1-4 this fine organization for its valuable efforts; and 1-5 WHEREAS, The caucus was formed in 1985 to serve as a catalyst 1-6 to enhance leadership and to effect positive change by, and for, 1-7 African American constituents in the arenas of education, 1-8 legislation, politics, and economics; and 1-9 WHEREAS, The Texas Legislative Black Caucus focuses on 1-10 elevating the status of African American citizens through 1-11 interactive communication and follow-up, efficient research and 1-12 policy development, and syndicated mediation when appropriate; to 1-13 maximize their leadership abilities, caucus members are encouraged 1-14 to practice sustained committee involvement, participate in forums 1-15 and seminars on concerns affecting all Texans, and produce policy 1-16 documents reflecting caucus consensus on issues; and 1-17 WHEREAS, Members of the caucus share information to promote a 1-18 better understanding of the budget and appropriation process and to 1-19 identify and develop appropriate constituent and legislative 1-20 agendas; in addition, economic empowerment is fostered by attention 1-21 to business development, workforce readiness, and corporate 1-22 partnerships; and 1-23 WHEREAS, The Texas Legislative Black Caucus Research and 1-24 Education Alliance is dedicated to providing comprehensive 2-1 information and guidance to African Americans in the Lone Star 2-2 State, and it is indeed worthy of special recognition at this time; 2-3 now, therefore, be it 2-4 RESOLVED, That the House of Representatives of the 76th Texas 2-5 Legislature hereby commend the Texas Legislative Black Caucus 2-6 Research and Education Alliance for its exemplary leadership and 2-7 extend warmest best wishes to its members for a successful and 2-8 productive conference; and, be it further 2-9 RESOLVED, That an official copy of this resolution be 2-10 prepared for the members of the alliance as an expression of high 2-11 regard by the Texas House of Representatives.
