R E S O L U T I O N
 1-1           WHEREAS, On April 27, 1999, Houston's Madeleine Appel will
 1-2     receive the Helene Susman Woman of Prominence Award at the American
 1-3     Jewish Committee's 53rd annual meeting; and
 1-4           WHEREAS, A magna cum laude graduate of Smith College in
 1-5     Northampton, Massachusetts, Mrs. Appel has distinguished herself
 1-6     among her fellow citizens through her dedicated service to the City
 1-7     of Houston, most recently as administration manager of the City
 1-8     Controller's Office; and
 1-9           WHEREAS, During her years of service with the city council,
1-10     Mrs. Appel has contributed to the development of a number of
1-11     worthwhile projects, including the Houston READ Commission, the
1-12     Houston Archeological and Historical Commission, and the S.H.O.W.
1-13     City internship program; she has also played a role in passing
1-14     amendments to the Sign Control Ordinance and the Smoking Ordinance
1-15     and was involved in the creation of the W.A.T.E.R. Fund to aid the
1-16     elderly and disabled in making utility bill payments; and
1-17           WHEREAS, In addition to her professional achievements, this
1-18     noteworthy woman devotes a great deal of time and energy to
1-19     beneficient concerns; she is the chair of Scenic America, a
1-20     national scenic conservation organization, as well as the president
1-21     of Jewish Family Service and the immediate past president of
1-22     Houston Achievement Place; and
1-23           WHEREAS, Mrs. Appel is a former state board member of the
1-24     League of Women Voters of Texas and has been active in a number of
 2-1     political campaigns; she has been supported in her many endeavors
 2-2     by her husband, Dr. Michael F. Appel, and her sons and
 2-3     daughters-in-law; and
 2-4           WHEREAS, Madeleine Appel's many years of contributions to the
 2-5     City of Houston and its residents have earned her the respect and
 2-6     admiration of her family, friends, and fellow citizens, and she is
 2-7     indeed worthy of special legislative recognition for her many
 2-8     accomplishments; now, therefore, be it
 2-9           RESOLVED, That the House of Representatives of the 76th Texas
2-10     Legislature hereby congratulate Madeleine Appel on her receipt of
2-11     the Helene Susman Woman of Prominence Award and commend her for her
2-12     longtime service to the citizens of Houston; and, be it further
2-13           RESOLVED, That an official copy of this resolution be
2-14     prepared for Mrs. Appel as an expression of high regard by the
2-15     Texas House of Representatives.
