By Goolsby H.R. No. 420 76R9486 BE-D R E S O L U T I O N 1-1 WHEREAS, Dallas police detective Senior Corporal James J. 1-2 "J. J." Kalash has been named Officer of the Year for 1998 by the 1-3 Dallas Police Association's (DPA) Cops' Cop program, and this high 1-4 honor indeed merits special legislative recognition; and 1-5 WHEREAS, Since 1981, when he first joined the Dallas Police 1-6 Department, Detective Kalash has dedicated himself to our state's 1-7 law enforcement efforts; his devotion and ability have rapidly 1-8 advanced his career, and he now holds a position with the federal 1-9 Drug Enforcement Agency's Dallas-Fort Worth International Airport 1-10 Narcotics Task Force; and 1-11 WHEREAS, During his assignment to DFW International Airport, 1-12 Detective Kalash has been responsible for the arrest of more than 1-13 900 drug traffickers, the confiscation of over $30 million in U.S. 1-14 currency, and the seizure of thousands of pounds of narcotics; 1-15 1,715 pounds of cocaine, 156 pounds of methamphetamine, 25 pounds 1-16 of heroin, and 13,046 pounds of marijuana did not make it to the 1-17 streets of Texas because of the commendable actions of Detective 1-18 Kalash; and 1-19 WHEREAS, In addition to his persistence and innovation in the 1-20 field, Detective Kalash has demonstrated notable skillfulness at 1-21 organizing meetings; when the DFW Airport Task Force hosted the 1-22 1994 National Skynarc Conference, this able cop was instrumental in 1-23 coordinating the conference that brought interdiction officers 1-24 together for training and the exchange of information; and 2-1 WHEREAS, With his talent for networking and his unselfish 2-2 commitment to teamwork, he continues to bring recognition and 2-3 acclaim to the Airport Task Force and the Dallas Police Department; 2-4 he has worked with law enforcement departments and personnel 2-5 throughout Texas and across the U.S., from Dallas, Fort Worth, and 2-6 Irving, to the Massachusetts State Police DEA Task Force and the 2-7 DEA's San Diego Field Division Narcotic Task Force's Team Eight; 2-8 and 2-9 WHEREAS, His determination and daring are thrown into even 2-10 higher relief by two daunting events: in 1988 he was shot during a 2-11 drug raid and in 1992 he was diagnosed with synovial sarcoma, a 2-12 rare form of cancer, but this singular individual overcame both 2-13 obstacles and continues to lend spirit and inspiration to his 2-14 fellow officers; and 2-15 WHEREAS, For all his courage and optimism in his work with 2-16 the Dallas Police Department, it is in his homelife that Detective 2-17 Kalash shines brightest; his beloved wife, Susan, and children, 2-18 Katie, Matt, and Sam, remain his first priority, and his roles as 2-19 Sunday school teacher and YMCA coach are among his most rewarding; 2-20 and 2-21 WHEREAS, Over the course of his exemplary career, Detective 2-22 Kalash has been presented with the Police Shield Award, been named 2-23 Officer of the Month, won the Certificate of Merit and the DEA 2-24 Administrators Award, and been cited with numerous commendations, 2-25 and in light of his most recent award, it is a great privilege to 2-26 join his proud family and many friends and colleagues in law 2-27 enforcement in recognizing him at this time; now, therefore, be it 3-1 RESOLVED, That the House of Representatives of the 76th Texas 3-2 Legislature hereby congratulate Dallas police detective Senior 3-3 Corporal James J. "J. J." Kalash on being named Officer of the 3-4 Year by the DPA's Cops' Cop program and extend to him warmest best 3-5 wishes for continued success and happiness; and, be it further 3-6 RESOLVED, That an official copy of this resolution be 3-7 prepared for Detective Kalash as an expression of high regard by 3-8 the Texas House of Representatives.
