                                 R E S O L U T I O N
 1-1           WHEREAS, On three separate occasions since 1995, Houston
 1-2     Eagle Scout Andrew Montgomery has saved the life of another,
 1-3     exhibiting the bravery and clarity of purpose that are the
 1-4     hallmarks of a true scout; and
 1-5           WHEREAS, On August 19, 1995, Andrew came to the aid of an
 1-6     unconscious, severely wounded woman at the Galveston seawall;
 1-7     though he was only 11 years old, he rushed to the woman's side and
 1-8     administered life-saving treatment for shock until emergency
 1-9     medical services personnel arrived; and
1-10           WHEREAS, Two years later, on August 10, 1997, Andrew and his
1-11     parents came upon an automobile accident in which a large metal
1-12     sign had fallen on a car and trapped passengers, including a baby,
1-13     inside the burning vehicle; Andrew reached inside the vehicle and
1-14     wrapped the infant with a towel as protection from the smoke and
1-15     flames while another motorist cut the child loose from the car
1-16     seat; and
1-17           WHEREAS, Yet again, on September 7, 1998, at the scene of
1-18     another car accident, Andrew proved his bravery and determination;
1-19     two passenger vehicles and a tractor-trailer rig filled with
1-20     flammable liquid had wrecked, spilling gasoline and throwing one
1-21     young woman from a car; and
1-22           WHEREAS, Despite imminent danger, Andrew rushed in and
1-23     stabilized the seriously injured victim, treating her for shock and
1-24     severe bleeding using improvised bandages and emergency techniques
 2-1     he learned through scouting; and
 2-2           WHEREAS, Due to Andrew's courageous and able intervention,
 2-3     all three accident victims he has helped through the years have
 2-4     survived; even the most recent young woman, who overcame a lengthy
 2-5     coma and paralysis, is walking again and has returned to school;
 2-6     and
 2-7           WHEREAS, Relying on his Red Cross training, inner strength
 2-8     and personal faith, and skills learned as a scout with National
 2-9     Jamboree Troop 1602, Andrew has made a remarkable difference in the
2-10     lives of those around him; and
2-11           WHEREAS, He has been awarded the Young American Medal for
2-12     Bravery and has been presented with certificates of merit from both
2-13     the Boy Scouts of America and the Red Cross; in addition, he was
2-14     recently nominated for the highest award bestowed by the Boy
2-15     Scouts, the Honor Medal with Crossed Palms; and
2-16           WHEREAS, Through his resolute courage and daring commitment
2-17     toward helping his fellow man, Andrew Montgomery is both an example
2-18     and an inspiration for all Texans, and it is indeed appropriate to
2-19     recognize him at this time; now, therefore, be it
2-20           RESOLVED, That the House of Representatives of the 76th Texas
2-21     Legislature hereby honor Eagle Scout Andrew Montgomery for his
2-22     singular bravery and heroism in helping others and extend to him
2-23     warmest best wishes for great success and happiness in the years to
2-24     come; and, be it further
2-25           RESOLVED, That an official copy of this resolution be
2-26     prepared for Eagle Scout Montgomery as an expression of high regard
2-27     by the Texas House of Representatives.
