                                 R E S O L U T I O N
 1-1           WHEREAS, The Texas House of Representatives takes special
 1-2     pride in welcoming a very distinguished guest of our state, Carlos
 1-3     Lopez Nieves, Puerto Rico's ombudsman and a member of the Puerto
 1-4     Rico House of Representatives; and
 1-5           WHEREAS, Representative Lopez Nieves will be visiting
 1-6     Killeen, Harker Heights, and Austin from March 29 to April 1, 1999,
 1-7     and while visiting the State Capitol he will meet with several
 1-8     elected officials, including Governor George W. Bush; and
 1-9           WHEREAS, A native of Camuy, Puerto Rico, this honorable
1-10     gentleman is a professional surveyor with an extensive agricultural
1-11     background; he has held a number of notable positions for Puerto
1-12     Rico's departments of education and agriculture and has served as
1-13     secretary of agriculture; and
1-14           WHEREAS, He began his political career as president of the
1-15     Youth of the New Progressive Party in Camuy, and his success with
1-16     that organization led to his election to the Municipal Assembly of
1-17     Camuy and the Municipal Assembly of Bayamon; in 1988, he was
1-18     elected to the Puerto Rico House of Representatives, which he has
1-19     continued to diligently serve in numerous important positions,
1-20     including as chairman of the Ways and Means Committee; and
1-21           WHEREAS, Representative Lopez Nieves has authored and
1-22     supported countless legislative efforts that have significantly
1-23     contributed to improvements in social justice and agriculture; his
1-24     tireless work in behalf of all the citizens of Puerto Rico led the
 2-1     governor to name him to the prestigious post of ombudsman; and
 2-2           WHEREAS, Throughout his career, Representative Carlos Lopez
 2-3     Nieves has proven himself to be a leader of singular dedication and
 2-4     principle, and he is truly deserving of recognition for his many
 2-5     significant contributions; now, therefore, be it
 2-6           RESOLVED, That the House of Representatives of the 76th Texas
 2-7     Legislature hereby welcome the Honorable Carlos Lopez Nieves on the
 2-8     occasion of his visit to Texas and extend to him sincere best
 2-9     wishes for continued success and happiness; and, be it further
2-10           RESOLVED, That an official copy of this resolution be
2-11     prepared for Representative Lopez Nieves as an expression of high
2-12     regard by the Texas House of Representatives.
