R E S O L U T I O N
 1-1           WHEREAS, Terrell County lost a valued citizen and respected
 1-2     civic leader with the passing of Sid Harkins of Sanderson on
 1-3     February 16, 1999, at the age of 87; and
 1-4           WHEREAS, This fine gentleman was a rancher who  began working
 1-5     in the livestock industry in 1938 and invested a great amount of
 1-6     time, energy, and resources toward bringing about improvements in
 1-7     his chosen field; and
 1-8           WHEREAS, Highly regarded by his peers, Mr. Harkins was a
 1-9     director for the Texas Sheep and Goat Raisers Association for more
1-10     than 40 years; in addition, he was a charter director of the Mohair
1-11     Council of America and received the Fred Earwood Memorial Award,
1-12     the highest honor awarded by the Texas Sheep and Goat Raisers
1-13     Association; and
1-14           WHEREAS, Mr. Harkins served as a Terrell County commissioner
1-15     for 30 years, and during that time he earned a reputation as a
1-16     hardworking, honest leader and a humble philanthropist; in 1998,
1-17     Terrell County held "Sid and Mary Frances Appreciation Day" to
1-18     honor Mr. and Mrs. Harkins for their dedication and contributions
1-19     to the community; and
1-20           WHEREAS, In addition to his many professional achievements,
1-21     Mr. Harkins was a loving husband, father, and grandfather, who was
1-22     affectionately known as "Papa Sid"; and
1-23           WHEREAS, Sid Harkins was a man of integrity, compassion, and
1-24     generosity, and although his guidance will be deeply missed by all
 2-1     who knew him, his memory will surely live on in the hearts of the
 2-2     many people whose lives he touched; now, therefore, be it
 2-3           RESOLVED, That the House of Representatives of the 76th Texas
 2-4     Legislature hereby pay tribute to the life of Sid Harkins and
 2-5     extend sincere sympathy to the members of his family: to his wife,
 2-6     Mary Frances Harkins; to his daughter, Sidney Dickson; to his son,
 2-7     Monty C.  Harkins and his wife, Lisa; to his grandchildren, Cotton
 2-8     and Lincoln  Dickson, Destiny Hooks, and Jase and Lauren Harkins;
 2-9     to his great-grandchildren, Tyler Hooks, and Logan and Dylon
2-10     Dickson; to his brothers, Jolly and Claude Harkins; and to the many
2-11     other relatives and friends of this esteemed man; and, be it
2-12     further
2-13           RESOLVED, That an official copy of this resolution be
2-14     prepared for the members of his family and that when the Texas
2-15     House of Representatives adjourns this day, it do so in memory of
2-16     Sid Harkins.
