                                 R E S O L U T I O N
 1-1           WHEREAS, Drugs, which have in some way been associated with
 1-2     80 percent of all crime and are no respecter of age, race, sex, or
 1-3     economic status, have become the most insidious and pervasive
 1-4     problem facing this country and state; and
 1-5           WHEREAS, Based on the success of Turn Around America--The
 1-6     Wrice Process, Governor George W. Bush, in conjunction with former
 1-7     Attorney General Dan Morales, established Turn Around Texas; and
 1-8           WHEREAS, Turn Around Texas has grown to include 17 groups
 1-9     that are part of a rapidly expanding network of 350 communities
1-10     internationally, including Turn Around Liberia and Turn Around West
1-11     Africa; and
1-12           WHEREAS, Turn Around Texas includes Kilgore, Corsicana,
1-13     Taylor, Waxahachie, Greenville, Terrell, Plainview, Odessa, Alice,
1-14     Texas City, LaMarque, Palestine, Marshall/Harrison County,
1-15     Longview/Gregg County, Elgin, Rockdale, and Angleton; and
1-16           WHEREAS, Results using Turn Around America--The Wrice Process
1-17     have been dramatic, including an 80 percent drop in crime, a 98
1-18     percent clearance rate of cases, and a 90 percent reduction in
1-19     vandalism; and
1-20           WHEREAS, More than statistics, Turn Around Texas bonds
1-21     together black and white, old and young, and rich and poor into a
1-22     clear single focus to "Take Back Our Neighborhoods"; and
1-23           WHEREAS, Turn Around Texas drugfighters have braved cold,
1-24     rain, sleet, snow, and heat; they have been cussed, spit on, and
 2-1     thrown, and never once backed down, exhibiting the true "Alamo
 2-2     Attitude"; and
 2-3           WHEREAS, Turn Around Texas drugfighters are committed to
 2-4     making Texas the most inhospitable and unwelcome place for drug
 2-5     dealers; now, therefore, be it
 2-6           RESOLVED, That the House of Representatives of the 76th Texas
 2-7     Legislature hereby  commend each of the Turn Around Texas groups
 2-8     and their cities' law enforcement and fire departments, as well as
 2-9     the Texas National Guard, for their courage, commitment, and
2-10     dedication; their efforts make Texas proud; and, be it further
2-11           RESOLVED, That the Texas House of Representatives commend the
2-12     inductees to the Texas Drugfighters' Hall of Fame, as they are true
2-13     Texan heroes for all of us; and, be it further
2-14           RESOLVED, That the Turn Around Texas drugfighters be urged to
2-15     continue their vigilance in the battle against drugs and assist
2-16     other communities when asked, and that all Turn Around Texas
2-17     communities and supporting businesses make every Friday "Up With
2-18     Hope and Down With Dope" day by wearing a Turn Around Texas shirt,
2-19     hat, button, or ribbon signifying their support.
