R E S O L U T I O N
1-1 WHEREAS, James J. Bayne, city attorney of Del Rio, will
1-2 retire from his position after more than a decade of committed
1-3 service, and his many years of effort in behalf of the residents of
1-4 Del Rio indeed merit special legislative recognition; and
1-5 WHEREAS, Mr. Bayne's tenure with the City of Del Rio is part
1-6 of a long and prestigious career in law; after an honorable
1-7 discharge from the U.S. Army, he received his J.D. from Houston's
1-8 South Texas College of Law in 1966 and went on to work with a
1-9 number of firms in both Texas and Arkansas, concentrating on real
1-10 estate, oil and gas, and labor law matters; and
1-11 WHEREAS, During his career, this dedicated individual has
1-12 also served as a municipal judge and prosecuting attorney, and as
1-13 an instructor with Southwest Texas Junior College, where he has
1-14 taught business law since 1990; and
1-15 WHEREAS, His duties as city attorney have included working
1-16 closely with the Del Rio Airport Commission, the Planning & Zoning
1-17 Commission, the Board of Adjustment, and the Civil Service
1-18 Commission; Mr. Bayne has been involved with designing a
1-19 comprehensive water protection plan and supervised and coordinated
1-20 opposition to toxic waste sites proposed for the area; and
1-21 WHEREAS, Mr. Bayne's steady guidance and visionary leadership
1-22 have seen his fellow citizens through some difficult times, and his
1-23 legacy of contributions will not soon be forgotten; now, therefore,
1-24 be it
2-1 RESOLVED, That the House of Representatives of the 76th Texas
2-2 Legislature hereby commend Del Rio city attorney James J. Bayne for
2-3 his many years of fine work and extend to him best wishes for
2-4 continued success and happiness; and, be it further
2-5 RESOLVED, That an official copy of this resolution be
2-6 prepared for Mr. Bayne as an expression of high regard by the Texas
2-7 House of Representatives.
