R E S O L U T I O N
1-1 WHEREAS, The Texas House of Representatives is proud to join
1-2 with citizens throughout this nation in the observance of April 30,
1-3 1999, as El Dia de Los Ninos: Celebrating Young Americans Day; and
1-4 WHEREAS, Many nations set aside a day to honor children, and
1-5 as Mexico shares a border with the U.S., numerous United States
1-6 citizens have participated in the festivities associated with that
1-7 country's El Dia de Los Ninos each April 30; the National Latino
1-8 Children's Institute has also promoted April 30 as El Dia de Los
1-9 Ninos in this country to uplift children and ensure them a
1-10 prosperous future, and in September 1996, at the first National
1-11 Summit on Young Latinos, participants formally requested observance
1-12 of a special day as well; and
1-13 WHEREAS, Children are the focus of families across the state
1-14 and nation and they should be nurtured and their contributions
1-15 celebrated; a day of special recognition provides an opportunity
1-16 for children to contemplate their future, share their dreams, and
1-17 be nurtured by the support of their families and communities; and
1-18 WHEREAS, To affirm the value of all children as members of
1-19 families, communities, and states, and as citizens of this country,
1-20 the United States Senate has designated April 30, 1999, as Dia de
1-21 Los Ninos: Celebrating Young Americans Day; and
1-22 WHEREAS, Children are the heirs to the future of our state,
1-23 nation, and world; all Texans are encouraged to nurture and guide
1-24 Texas youth so that they may realize their full potential as
2-1 productive members of our state's citizenry; now, therefore, be it
2-2 RESOLVED, That the House of Representatives of the 76th Texas
2-3 Legislature hereby recognize April 30, 1999, as El Dia de Los
2-4 Ninos: Celebrating Young Americans Day in Texas and encourage
2-5 citizens throughout the Lone Star State to join in the observance
2-6 of this special occasion.
