R E S O L U T I O N
 1-1           WHEREAS, San Antonio citizens Oscar Vicks, Willie Mitchell,
 1-2     and the Reverend Ron Lister are most worthy of special recognition
 1-3     for the heroism they recently displayed in the face of grave
 1-4     danger; and
 1-5           WHEREAS, On October 17-18, 1998, torrential rains blanketed
 1-6     much of Central Texas, producing a flood in San Antonio that proved
 1-7     to be the worst natural disaster in the city's 300-year history,
 1-8     claiming 31 lives and causing more than a billion dollars in
 1-9     property damage; and
1-10           WHEREAS, During this tragedy, Mr. Vicks, Mr. Mitchell, and
1-11     Reverend Lister demonstrated true bravery by risking their own
1-12     lives to help rescue many of their neighbors, intrepidly carrying
1-13     them on their backs through high currents and snake-infested waters
1-14     to safety; and
1-15           WHEREAS, The humanitarian spirit and heroic actions of these
1-16     three courageous San Antonio men are indeed commendable, and it is
1-17     appropriate to pay tribute to them at this time; now, therefore, be
1-18     it
1-19           RESOLVED, That the House of Representatives of the 76th Texas
1-20     Legislature hereby honor Oscar Vicks, Willie Mitchell, and the
1-21     Reverend Ron Lister for their valiant rescue efforts during the
1-22     October 1998 flood in San Antonio and extend to them sincere best
1-23     wishes for continued success and happiness; and, be it further
1-24           RESOLVED, That an official copy of this resolution be
 2-1     prepared for Mr. Vicks, Mr. Mitchell, and Reverend Lister as an
 2-2     expression of highest regard by the Texas House of Representatives.
