R E S O L U T I O N
1-1 WHEREAS, Woodrow W. "Woody" Allen has long been one of the
1-2 Lone Star State's most outstanding citizens, and for his many years
1-3 of hard work and diligent community service he is truly worthy of
1-4 special recognition; and
1-5 WHEREAS, Born December 29, 1922, in Winters, Texas, Mr. Allen
1-6 graduated from Winters High School in 1939 and then worked for
1-7 North American Aviation in Fort Worth until 1941; during World War
1-8 II he served with distinction three years in the Army Air Corps,
1-9 flying bombing missions on B-29s in the China-India-Burma theater,
1-10 and his heroic actions earned him five battle stars; and
1-11 WHEREAS, After receiving a degree in animal husbandry from
1-12 Texas Tech University in 1949, he became a highly valued employee
1-13 at the Texas Extension Service; Mr. Allen then taught vocational
1-14 agriculture at Olton High School until 1952 when he began an
1-15 eight-year stint with the Anderson Clayton Company, and his
1-16 remarkable success with the company took him to Lovington, New
1-17 Mexico; and
1-18 WHEREAS, In Lovington he began a lengthy career as a banker,
1-19 working from 1960 to 1965 as senior vice president for New Mexico
1-20 Bank and Trust; after graduating from Southwestern Graduate School
1-21 of Banking S.M.U. in 1965 he moved to Plainview, Texas, where he
1-22 was senior vice president at Hale County State Bank for 20 years;
1-23 and
1-24 WHEREAS, Mr. Allen is a dedicated civic leader who has
2-1 donated much of his time and energy to the cause of mental health;
2-2 he served as a trustee and chairman of Central Plains Mental
2-3 Health-Mental Retardation Center from 1967 to 1992 and was one of
2-4 the founding members of the board of directors of the Texas Council
2-5 of Community Mental Health-Mental Retardation Centers, serving that
2-6 notable organization from 1976 to 1992 in such varied capacities as
2-7 secretary, treasurer, vice chairman, and chairman of the board; and
2-8 WHEREAS, Since 1960 this distinguished gentleman has been
2-9 continuously active with Rotary International, earning the accolade
2-10 of a Paul Harris Fellow from that organization; he was also a
2-11 member of the Chamber of Commerce in Lovington from 1960 to 1965
2-12 and the Chamber of Commerce in Plainview from 1965 to 1992; and
2-13 WHEREAS, Mr. Allen was an esteemed member of United Methodist
2-14 Church in Plainview and is currently active at First United
2-15 Methodist Church in Kerrville; he has shown steadfast loyalty to
2-16 his alma mater of Texas Tech University through his affiliation
2-17 with the Ex-Students Association and the Plainview Red Raider Club;
2-18 and
2-19 WHEREAS, This 10-year member of the Cotton Committee and the
2-20 Hale County Extension Building Committee has also served on the
2-21 boards of the Plainview Stock Show and the Plainview Salvation Army
2-22 and is a former director of the Risk Management Fund of the Texas
2-23 Council, which in 1992 conferred on him the title of director
2-24 emeritus for life; and
2-25 WHEREAS, Mr. Allen has continued to draw strength and
2-26 inspiration from his devoted wife and partner, the former Avis
2-27 Barrick Fuchs, his three beloved daughters, Cathy Sue Rude, Carole
3-1 Ann Oakes, and Eva LaVerne McCasland, and his 11 grandchildren and
3-2 five great-grandchildren; and
3-3 WHEREAS, Throughout his remarkable life, Mr. Allen has
3-4 distinguished himself as a man of ability and integrity, and it is
3-5 truly fitting that he be honored for his many accomplishments at
3-6 this time; now, therefore, be it
3-7 RESOLVED, That the House of Representatives of the 76th Texas
3-8 Legislature hereby honor Woodrow W. "Woody" Allen for long being
3-9 one of the Lone Star State's greatest assets and extend to him
3-10 sincere best wishes for continued success and happiness; and, be it
3-11 further
3-12 RESOLVED, That an official copy of this resolution be
3-13 prepared for Mr. Allen as an expression of high regard by the Texas
3-14 House of Representatives.
