                                 R E S O L U T I O N
 1-1           WHEREAS, The Texas House of Representatives is proud to
 1-2     congratulate Charles "Chuck" Beatty on being named a Distinguished
 1-3     Alumnus of the University of North Texas; and
 1-4           WHEREAS, The mayor of Waxahachie since 1997, he served with
 1-5     distinction as a city council member for two years before his
 1-6     election to the top municipal post; Mayor Beatty is also a gridiron
 1-7     legend who played the "monster" position, which combines the duties
 1-8     of linebacker and strong safety, in a storied era of North Texas
 1-9     football; and
1-10           WHEREAS, He graduated from Waxahachie Turner High School with
1-11     exceptional football and basketball skills and attended the
1-12     University of North Texas, where he diligently pursued his academic
1-13     career in addition to becoming one of the institution's most
1-14     notable athletes; and
1-15           WHEREAS, In his senior year of college, only 10 hours from
1-16     completing his degree, Mayor Beatty was drafted by the Pittsburgh
1-17     Steelers and played professional football with the team for four
1-18     seasons; in 1972, he excelled as a member of the St. Louis
1-19     Cardinals football team; later, this multitalented sportsman took
1-20     his considerable skills to the World Football League; and
1-21           WHEREAS, Mayor Beatty realized an academic dream when he
1-22     returned to the University of North Texas in 1976 and finished the
1-23     requirements to earn his bachelor's degree in physical education;
1-24     he then began a career with the Circle Ten Council of the Boy
 2-1     Scouts of America in Dallas, where he provided leadership as senior
 2-2     district executive; and
 2-3           WHEREAS, A dedicated public servant, Mayor Beatty leads the
 2-4     Waxahachie Firemen Relief & Retirement Fund as chairman and is
 2-5     known for his commendable service on the boards of the Waxahachie
 2-6     Community Development Corporation, Waxahachie Economic Development
 2-7     Commission, Ellis County Agricultural and Extension Service,
 2-8     Waxahachie YMCA, Waxahachie Chamber of Commerce, and the Child Care
 2-9     Group Dallas/Texoma; he has served with integrity in the post of
2-10     treasurer for both the Texas Conference of Black Mayors and the
2-11     Texas Council of Black Councilmembers; and
2-12           WHEREAS, This fine man has generously shared his time and
2-13     expertise as a founding member and vice president of the Waxahachie
2-14     Boys and Girls Club and as a member of the Citizens National Bank
2-15     Advisory Board, North Texas Commission, Texas Municipal League
2-16     Resolutions Committee, Southern Dallas County University Project,
2-17     Texas Attorney General Municipal Advisory Board, and the Waxahachie
2-18     Crime Commission; in addition, Mayor Beatty is a veteran of the
2-19     Texas National Guard; and
2-20           WHEREAS, Mayor Beatty is a former recipient of the Sam Walton
2-21     Business Leadership Award, the Business Opportunity Symposium
2-22     Series (BOSS) Political Achievement Award, the Elite News Unsung
2-23     Hero Award, and at one time he was a finalist for a North Texas
2-24     Council of Governments Public Administration Fellowship; and
2-25           WHEREAS, Charles Beatty exemplifies the qualities of
2-26     discipline, perseverance, commitment, and integrity in all his
2-27     endeavors, and he is truly worthy of special recognition at this
 3-1     time; now, therefore, be it
 3-2           RESOLVED, That the House of Representatives of the 76th Texas
 3-3     Legislature hereby commend Charles "Chuck" Beatty on being named a
 3-4     Distinguished Alumnus of the University of North Texas and extend
 3-5     to him best wishes for continued success and happiness; and, be it
 3-6     further
 3-7           RESOLVED, That an official copy of this resolution be
 3-8     prepared for Mayor Beatty as an expression of high regard by the
 3-9     Texas House of Representatives.
