                                 R E S O L U T I O N
 1-1           WHEREAS, Randy Blair of Laredo has been named Accountant
 1-2     Advocate of the Year by the U.S. Small Business Administration's
 1-3     (SBA) 55-county San Antonio district, and this high honor indeed
 1-4     merits special legislative recognition; and
 1-5           WHEREAS, A graduate of Texas A&M University, Mr. Blair is a
 1-6     Certified Public Accountant with more than 10 years of experience,
 1-7     and he currently serves as vice president of Blair & Blair, P.C., a
 1-8     private accounting firm he owns jointly with his wife, Nancy; and
 1-9           WHEREAS, Mr. Blair was nominated for this award based on the
1-10     many contributions he has made to promote a better economic and
1-11     financial climate for small businesses through his work as an
1-12     accountant, and his outstanding volunteer efforts and advocacy in
1-13     behalf of small businesses are well known throughout South Texas;
1-14     and
1-15           WHEREAS, He has contributed numerous hours to several area
1-16     organizations, including the Laredo Small Business Development
1-17     Center, and he has assisted many firms in their quest for
1-18     compliance with federal, state, and local tax regulations; in
1-19     addition, Mr. Blair routinely helps local nonprofit organizations
1-20     apply for and maintain their standing with the Internal Revenue
1-21     Service and the State of Texas; and
1-22           WHEREAS, A member of both the American Institute of Certified
1-23     Public Accountants and the Texas Society of CPAs, Mr. Blair also
1-24     belongs to many civic organizations in Laredo; his strong sense of
 2-1     community involvement, coupled with his firm belief in education,
 2-2     have made Mr. Blair a powerful force for the advancement of small
 2-3     businesses in Texas; and
 2-4           WHEREAS,  On May 26, 1999, the San Antonio district office of
 2-5     the SBA will host an awards luncheon to present Mr. Blair with his
 2-6     well-deserved award during Small Business Week, and it is a great
 2-7     pleasure to join in  honoring him at this time; now, therefore, be
 2-8     it
 2-9           RESOLVED, That the House of Representatives of the 76th Texas
2-10     Legislature hereby congratulate Randy Blair on being named
2-11     Accountant Advocate of the Year and extend to him best wishes for
2-12     continued success and happiness; and, be it further
2-13           RESOLVED, That an official copy of this resolution be
2-14     prepared for Mr. Blair as an expression of high regard by the Texas
2-15     House of Representatives.
