R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is proud to honor 1-2 Charles Shannon for his outstanding commitment to the residents of 1-3 San Antonio; and 1-4 WHEREAS, Executive director of the Davis-Scott Branch of the 1-5 YMCA since 1982, Mr. Shannon has been instrumental in developing 1-6 this affiliate into one of the most outstanding YMCA's in the 1-7 country; his association with this hub of Eastside community life 1-8 spans more than two decades, including service as a volunteer board 1-9 member and coach; and 1-10 WHEREAS, Mr. Shannon's longtime dedication to assisting youth 1-11 and families led him to a decade of service as a social worker with 1-12 the Texas Department of Human Services before he began his 1-13 employment with the YMCA; and 1-14 WHEREAS, This esteemed gentleman is deeply respected for his 1-15 leadership ability, and he shares his time and energy with many 1-16 worthy local and national organizations; currently chairman of the 1-17 board of the Southwest Community Empowerment Center and vice 1-18 chairman of the Ella Austin Health Center Board of Directors, he 1-19 has also served on the boards of VIA Metropolitan System, St. Paul 1-20 United Methodist Church, and Eastside Coalition for Youth at Risk; 1-21 and 1-22 WHEREAS, Mr. Shannon's admirable civic involvement includes 1-23 participation with the Greater San Antonio Crime Prevention 1-24 Commission, NAACP of San Antonio, the Mayor's Gang Task Force, and 2-1 the District Attorney's Juvenile Commission; he is a member of the 2-2 Association of Black Social Workers and has served as chair of the 2-3 Palmer Drug Abuse Program Board and the Martin Luther King, Jr., 2-4 Commission; and 2-5 WHEREAS, His well-deserved accolades include being named a 2-6 recipient of the 1993 Profile of a Leader Award by the City of San 2-7 Antonio, and he was selected for 1996 Outstanding Service awards by 2-8 the U.S. Attorney General, the State of Texas, the City of San 2-9 Antonio, and the Bexar County Commissioners Court; in addition, 2-10 Mr. Shannon has been named Man of the Year by the Texas Department 2-11 of Human Services, African Methodist Churches of the Southwest 2-12 Conference, and Elk Mission Lodge #499; he was also inducted into 2-13 San Antonio's Counting My Blessings Hall of Fame for service to his 2-14 community; and 2-15 WHEREAS, This San Antonio native earned an associate of arts 2-16 degree in sociology from St. Philip's College and graduated from 2-17 Southwest Texas State University with a bachelor of science degree 2-18 in sociology; a member of the United States Navy, he served his 2-19 country with distinction in Vietnam, while stationed on the U.S.S. 2-20 Constellation; and 2-21 WHEREAS, He is supported in all his endeavors by his wife, 2-22 the former Zelma Hargrove, and his two sons, Derrick and Ervin; and 2-23 WHEREAS, Throughout his life, Charles Shannon has aspired to 2-24 the highest level of professionalism and achievement, and his 2-25 significant efforts in behalf of his fellow citizens are truly 2-26 exemplary; now, therefore, be it 2-27 RESOLVED, That the House of Representatives of the 76th Texas 3-1 Legislature hereby commend Charles Shannon for his distinguished 3-2 service to the Eastside community and extend to him sincere best 3-3 wishes for continued success and happiness; and, be it further 3-4 RESOLVED, That an official copy of this resolution be 3-5 prepared for Mr. Shannon as an expression of high regard by the 3-6 Texas House of Representatives.
