R E S O L U T I O N
 1-1           WHEREAS, J. D. Hall is retiring from his position with the
 1-2     Dallas County Community College District (DCCCD) board of trustees,
 1-3     bringing to a close a highly productive 21-year tenure with that
 1-4     body; and
 1-5           WHEREAS, Elected to the DCCCD board of trustees in May 1978,
 1-6     this outstanding individual has provided visionary leadership
 1-7     throughout his more than two decades of exemplary service, which
 1-8     includes holding the position of vice chairman since 1988; and
 1-9           WHEREAS, Mr. Hall is a native of Marshall and attained his
1-10     bachelor's degree at Bishop College; he continued his higher
1-11     education at Texas Southern University, where he earned his
1-12     master's degree in education, and he was also awarded an honorary
1-13     doctorate in law from Paul Quinn College; and
1-14           WHEREAS, Active in the field of education in the Dallas area
1-15     for more than 40 years, Mr. Hall was a valued employee of Lancaster
1-16     public schools, where he served as teacher, principal, and
1-17     administrative assistant to the superintendent; and
1-18           WHEREAS, Also active in the Dallas-area business community,
1-19     he is owner and president of Decorative Interiors and vice
1-20     president of D. & B.  Construction Company; and
1-21           WHEREAS, He has devoted much time and energy to a number of
1-22     professional and community organizations, including the Red Cross,
1-23     Texas State Teachers Association, Phi Delta Kappa Fraternity for
1-24     Men, Knights of Pythias Lodge, Good Street Baptist Church, Dallas
 2-1     Urban League, Black Dallas Remembered, Oak Cliff Chamber of
 2-2     Commerce, YMCA, Lords of the Top Ladies of Distinction, and others
 2-3     too numerous to mention; and
 2-4           WHEREAS, Among the many well-deserved awards and accolades
 2-5     Mr. Hall has received are the Whitney Award from the Dallas Urban
 2-6     League, Man of the Year Award for 1998 from Elite News, Paragon
 2-7     Award from the National Council for Marketing and Public Relations,
 2-8     and Bishop College Appreciation Award for Sincere Service and
 2-9     Devotion; he is also an inductee of the Marshall Hall of Fame and
2-10     was selected as an African American hero by KKDA and Coca-Cola; and
2-11           WHEREAS, In recognition of his many years of dedicated
2-12     service, the DCCCD board of trustees presented him with a lifetime
2-13     membership in the Association of Community College Trustees; and
2-14           WHEREAS, For more than two decades, J. D. Hall has worked to
2-15     foster educational excellence at DCCCD as a member of the board of
2-16     trustees, and as he looks back on his service he can indeed take
2-17     tremendous satisfaction in his many accomplishments; now,
2-18     therefore, be it
2-19           RESOLVED, That the House of Representatives of the 76th Texas
2-20     Legislature hereby congratulate J. D. Hall on his retirement from
2-21     the Dallas County Community College District board of trustees and
2-22     extend to him sincere best wishes for the future; and, be it
2-23     further
2-24           RESOLVED, That an official copy of this resolution be
2-25     prepared for Mr. Hall as an expression of high regard by the Texas
2-26     House of Representatives.
