R E S O L U T I O N 1-1 WHEREAS, The passing of O. D. "Buck" Luttrell on March 9, 1-2 1999, at the age of 80, has brought a great loss to the family, 1-3 friends, and colleagues of this esteemed gentleman; and 1-4 WHEREAS, Born in Oklahoma and having grown up in Colorado, 1-5 Mr. Luttrell was stationed at Camp Barclay for his service with the 1-6 United States Army during World War II; there he met and married 1-7 Florine Elizabeth Chapman, and the two began their life together 1-8 even as Mr. Luttrell was called to duty in the Asiatic Pacific; and 1-9 WHEREAS, Mr. Luttrell was awarded the Silver Medal for 1-10 personal courage and leadership while overseas, attained the rank 1-11 of captain, and was honorably discharged in 1946; on returning 1-12 home, this honored patriot began a career in law enforcement as a 1-13 patrolman with the Abilene Police Department; and 1-14 WHEREAS, The couple moved to Fort Stockton when Mr. Luttrell 1-15 accepted a position with that city's police department; his 1-16 commitment and ability in police work advanced him to the position 1-17 of chief deputy sheriff of Pecos County, and he and Mrs. Luttrell 1-18 soon were blessed with a son, Michael, and a daughter, Jan; and 1-19 WHEREAS, A dedicated civic leader as well as a deeply 1-20 committed family man, Mr. Luttrell continued his tenure of 1-21 exceptional and exemplary community service after returning to 1-22 school and graduating magna cum laude from Sul Ross State 1-23 University; and 1-24 WHEREAS, He taught social studies at Fort Stockton High 2-1 School for many years, served as president of the Pecos County 2-2 Sheriff's Posse, remained a committed member of the Noon Lions 2-3 Club, the chamber of commerce, and 4-H, and was elected Pecos 2-4 County judge in 1971; and 2-5 WHEREAS, His years as a county judge were marked by great 2-6 achievements for both Pecos County and West Texas; the Pecos County 2-7 Show Barn and Arena was completed, an addition was made to the 2-8 Iraan Hospital, and the Imperial Public Library was built; in 1974, 2-9 Mr. Luttrell also served as board chairman of the Permian Basin 2-10 Regional Planning Commission; and 2-11 WHEREAS, The leadership and unselfish civic contributions of 2-12 Mr. Luttrell will be deeply missed, but surely his spirit lives on 2-13 through his many remarkable accomplishments and within the hearts 2-14 and memories of the many people whose lives he touched; now, 2-15 therefore, be it 2-16 RESOLVED, That the House of Representatives of the 76th Texas 2-17 Legislature hereby pay tribute to the life and work of O. D. "Buck" 2-18 Luttrell and extend sincere sympathy to the members of his family: 2-19 to his daughter, Jan, and her husband, Greg Brown; to his sister, 2-20 Oleta Dougherty; to his grandchildren, Matt Luttrell, Kaci Aaron 2-21 Brown, and Beverly Marie Brown; and to his nieces and nephews; and, 2-22 be it further 2-23 RESOLVED, That an official copy of this resolution be 2-24 prepared for the members of his family and that when the Texas 2-25 House of Representatives adjourns this day, it do so in memory of 2-26 O.
