R E S O L U T I O N
 1-1           WHEREAS, Travis County emergency management coordinator Pete
 1-2     Baldwin has long been an outstanding civic leader, and his myriad
 1-3     accomplishments are indeed worthy of special recognition; and
 1-4           WHEREAS, This respected gentleman earned a bachelor's degree
 1-5     in political science and speech from Hardin-Simmons University in
 1-6     Abilene and a master of public administration degree from Texas
 1-7     Tech University in Lubbock; and
 1-8           WHEREAS, Mr. Baldwin worked for eight years with the State of
 1-9     Texas in the Governor's Energy Office, in which capacity he managed
1-10     energy conservation research and awareness programs; he spent 14
1-11     years with Travis County, serving as a county judge's assistant and
1-12     as executive liaison to the commissioners court on road, bridge,
1-13     and park issues before being appointed as the county's first
1-14     emergency management coordinator in February 1992; and
1-15           WHEREAS, His many professional accomplishments include
1-16     coordinating emergency response and recovery efforts under four
1-17     presidential and numerous local disaster declarations, assisting 10
1-18     incorporated cities in joining Travis County in a combined
1-19     emergency planning effort, and orchestrating mutual aid agreements
1-20     with 14 incorporated cities, three adjoining counties, and the
1-21     Lower Colorado River Authority; and
1-22           WHEREAS, The Y2K coordinator for Travis County, Mr. Baldwin
1-23     served as cochair of the Austin/Travis County Multi-agency Incident
1-24     Command System group and the Interagency Disaster Council and as an
 2-1     instructor on a wide range of emergency management endeavors; in
 2-2     addition to achieving and maintaining Travis County's compliance
 2-3     with state and federal requirements for an emergency management
 2-4     program, he has also reactivated the county's Local Emergency
 2-5     Planning Committee and assisted fire departments with preparedness
 2-6     efforts for wildland fires; and
 2-7           WHEREAS, Mr. Baldwin has donated his time and expertise to a
 2-8     host of organizations dedicated to safeguarding the public,
 2-9     including the International Emergency Management Association, the
2-10     Emergency Management Association of Texas, the Texas Rural Fire
2-11     Advisory Council, the City of Austin/Travis County 911 RDMT Team,
2-12     and the Travis County Local Emergency Planning Committee, to name
2-13     but a few; and
2-14           WHEREAS, Pete Baldwin has distinguished himself as a
2-15     community leader of ability and integrity, and it is most fitting
2-16     that he be recognized for his many significant achievements; now,
2-17     therefore, be it
2-18           RESOLVED, That the House of Representatives of the 76th Texas
2-19     Legislature hereby honor Pete Baldwin for his professional
2-20     accomplishments and civic contributions and extend to him sincere
2-21     best wishes for continued success and happiness; and, be it further
2-22           RESOLVED, That an official copy of this resolution be
2-23     prepared for Mr. Baldwin as an expression of high regard by the
2-24     Texas House of Representatives.
