R E S O L U T I O N
 1-1           WHEREAS, The Texas House of Representatives takes great pride
 1-2     in commending Justin R.  Ormsby of El Paso on his fine tenure as
 1-3     the executive director of the Rio Grande Council of Governments
 1-4     (COG), for his outstanding record of achievement indeed merits
 1-5     special legislative recognition; and
 1-6           WHEREAS, The Rio Grande COG is an association of local
 1-7     cities, counties, school districts, and special districts in a
 1-8     seven-county area of West Texas and Southern New Mexico; the
 1-9     council is involved in a variety of important activities ranging
1-10     from economic development and criminal justice issues to health
1-11     care and community improvement; and
1-12           WHEREAS, A graduate of The University of Texas at El Paso,
1-13     Mr. Ormsby was employed for several years as an independent
1-14     businessman in Dallas and worked with a number of governmental and
1-15     community planning organizations before signing on with the Rio
1-16     Grande COG in 1983; and
1-17           WHEREAS, His experience and administrative ability have
1-18     proven to be exceptionally valuable for the association, as
1-19     Mr. Ormsby has accomplished many tasks in behalf of the citizens of
1-20     West Texas; under his guidance, the Rio Grande COG was the first in
1-21     Texas to initiate coordination of state and local services for the
1-22     elderly, and he led the local-state partnership drive to install
1-23     9-1-1 emergency service in every city and county in the district;
1-24     and
 2-1           WHEREAS, Mr. Ormsby also began the area's alternative dispute
 2-2     resolution center, initiated solid waste and oil recycling
 2-3     programs, and diligently pursued federal and state funding for the
 2-4     vital programs and services the COG provides to area residents; and
 2-5           WHEREAS, He has enjoyed much success in his personal life as
 2-6     well, as he and his wife, Arlene, have seen their happy union
 2-7     blessed with a daughter, Amanda; as Mr. Ormsby leaves the Rio
 2-8     Grande COG to pursue new opportunities, it is a great pleasure to
 2-9     join his many friends and colleagues in honoring him; now,
2-10     therefore, be it
2-11           RESOLVED, That the House of Representatives of the 76th Texas
2-12     Legislature hereby commend Justin R. Ormsby for his impressive
2-13     legacy of accomplishment with the Rio Grande Council of Governments
2-14     and extend to him warmest best wishes for great success and
2-15     happiness in the years ahead; and, be it further
2-16           RESOLVED, That an official copy of this resolution be
2-17     prepared for Mr. Ormsby as an expression of high regard by the
2-18     Texas House of Representatives.
