By Jones of Lubbock H.R. No. 997 76R16095 JHS-D R E S O L U T I O N 1-1 WHEREAS, The tragic death of Kenneth H. Bastian, Jr., on 1-2 November 5, 1998, at the age of 49, has left a void in the lives of 1-3 the family, friends, and colleagues of this esteemed gentleman; and 1-4 WHEREAS, A noted educator, Mr. Bastian was serving as 1-5 president of the board of trustees of his high school alma mater, 1-6 Shattuck-St. Mary's School in Faribault, Minnesota, at the time of 1-7 his passing; he relocated there in 1998 from Austin, where he was 1-8 attending the Episcopal Theological Seminary of the Southwest; and 1-9 WHEREAS, Mr. Bastian was the headmaster of Lubbock's All 1-10 Saints Episcopal School from 1987 to 1997, and during his 1-11 remarkable tenure, he helped elevate the status of the school to 1-12 new levels, for it earned recognition as America's 319th Point of 1-13 Light for Community Service, was one of only 56 schools in the 1-14 nation cited for "Excellence in Drug Prevention" by the U.S. 1-15 Department of Education, and was further honored by that agency 1-16 when it was named a Blue Ribbon School; Mr. Bastian also 1-17 implemented a policy of fiscal responsibility at the school, 1-18 eliminating inherited debt and establishing a $400,000 faculty 1-19 endowment; and 1-20 WHEREAS, This talented individual served President George 1-21 Bush as a speechwriter and as a press secretary during his first 1-22 race for the presidency, and Mr. Bastian later served the Reagan 1-23 Administration as deputy director of the Peace Corps and organizer 1-24 of the Peace Corps' 20th anniversary and as deputy administrator of 2-1 the 1983 economic summit of industrialized nations held in 2-2 Williamsburg, Virginia; and 2-3 WHEREAS, Despite his active role in and around the political 2-4 scene, Mr. Bastian's greatest passion outside of his family was 2-5 teaching and mentoring his students, and his gift for that 2-6 undertaking was apparent to all who knew him; his dedication to the 2-7 well-being of his students earned him the respect and admiration of 2-8 teachers and parents alike, while making him a favorite of his 2-9 pupils; and 2-10 WHEREAS, His own educational background included a bachelor 2-11 of arts degree from Tulane University, which he attended on a 2-12 basketball scholarship, and a master's degree in education from the 2-13 University of North Carolina at Charlotte; he later earned a master 2-14 of public administration degree from Harvard University's John F. 2-15 Kennedy School of Government and pursued a doctorate in educational 2-16 administration at Texas Tech University; and 2-17 WHEREAS, Mr. Bastian combined his love of athletics, his 2-18 skills as a leader and administrator, and his penchant for politics 2-19 to serve as director of government relations for the 1984 Olympic 2-20 Games Organizing Committee; his success in that role led to his 2-21 appointment as executive board member and director of public 2-22 affairs, media, and government relations for the 1986 Goodwill 2-23 Games in Moscow and to the subsequent publication of his book 2-24 Moscow '86: The Goodwill Games; and 2-25 WHEREAS, Ken Bastian lived his life to the fullest, accepting 2-26 and conquering new challenges as they came and following his dreams 2-27 around the globe, and although he has been deeply missed, his 3-1 spirit remains in the hearts and minds of the many people whose 3-2 lives he touched; now, therefore, be it 3-3 RESOLVED, That the House of Representatives of the 76th Texas 3-4 Legislature hereby pay tribute to the life of Kenneth H. Bastian, 3-5 Jr., and extend sincere sympathy to his wife, Lesley Strong 3-6 Bastian; to his mother, Ann Bastian; to his brother, Ed Bastian; to 3-7 his sister, Marianne Bastian; to his cousin, Ralph Bastian; and to 3-8 the many other relatives and friends of this beloved gentleman; 3-9 and, be it further 3-10 RESOLVED, That an official copy of this resolution be 3-11 prepared for the members of his family and that when the Texas 3-12 House of Representatives adjourns this day, it do so in memory of 3-13 Kenneth H. Bastian, Jr.
